Paragon is seeking an experienced Proposal Development Specialist to support task order responses for multiple upcoming contract vehicles, including OASIS+, Polaris, and CIO-SP4. This role is critical in driving proposal strategy, development, and compliance for federal contracts. The ideal candidate will have substantial experience in federal proposal management, with expertise in socio-economic set-asides, GSA vehicles, and a thorough understanding of compliance requirements such as FAR, DFARS, and CMMI/ISO certifications. Additionally, they must possess strong technical writing skills in program/project management, ITSM, and cybersecurity. Proficiency in document formatting, graphics creation, and managing page counts is also essential.

Key Responsibilities:

  • Lead and manage the development of compliant, compelling, and competitive proposals across multiple contract vehicles (e.g., OASIS+, Polaris, CIO-SP4).
  • Develop proposal strategies, leveraging experience with government contracts, particularly GSA vehicles, Alliant 3, OASIS, and SEWP.
  • Ensure compliance with socio-economic set-aside requirements (SDVOSB, 8(a), HUBZone) and other regulatory guidelines (FAR, DFARS).
  • Collaborate with Capture Managers, Solution Architects, and the PMO Director to create winning proposal approaches.
  • Oversee the entire proposal process, utilizing best practices such as SharePoint for document management, standardized templates, and color reviews (pink, red, gold team reviews).
  • Write and edit proposal content, ensuring clarity, conciseness, and technical accuracy, particularly in program/project management, ITSM, and cybersecurity areas.
  • Implement a robust proposal management process that integrates AI tools, automation, and quality assurance for efficient proposal production.
  • Coordinate cross-functional teams during proposal development and ensure all efforts are aligned with CMMI Level 3 and ISO certification requirements.
  • Manage and organize proposal documentation, ensuring compliance with all customer requirements, RFP/RFQ criteria, and Paragon's quality standards.
  • Maintain a library of proposal content, past performance documents, and relevant certifications for future opportunities.
  • Support post-submission activities such as debriefs, lessons learned, and continuous proposal improvement efforts.
  • Ensure proposals meet page count requirements and are formatted to a professional, "white glove" standard in Microsoft Word.
  • Create basic graphics to support proposal narratives using tools such as PowerPoint, Visio, or Adobe, and work with graphic designers when necessary.
  • Develop compliance matrix for solicitation requirements to ensure all documents for submission are addressed.
  • Develop a capability matrix for gap analysis.
  • Document lessons learned and best practices from each proposal to drive continuous improvement and efficiency.

Key Qualifications and Experience:

  • Minimum 5 years of experience in federal proposal management, particularly for GWACs or IDIQs.
  • Proven experience managing proposals for GSA vehicles, Alliant 3, OASIS, SEWP, and other federal contracts.
  • Strong understanding of small socio-economic task orders (SDVOSB, 8(a), HUBZone).
  • APMP certification is highly regarded (Foundation-level or higher preferred).
  • Familiarity with FAR, DFARS, and federal acquisition regulations.
  • Extremely proficient in Microsoft Word, capable of producing highly polished, white glove formatting to ensure professional standards.
  • Ability to manage and adhere to page count limitations as specified in RFPs and RFQs.
  • Experience creating basic graphics for proposals and familiarity with tools such as PowerPoint, Visio, or Adobe.
  • Technical writing expertise in program/project management, ITSM, and cybersecurity.
  • Leadership and team coordination experience, managing cross-functional teams during proposal development.
  • Knowledge of CMMI Level 3 and ISO certification requirements, ensuring these standards are met in proposal efforts.
  • Proficiency with proposal management tools such as SharePoint, and experience leading color review teams (pink, red, gold teams).
  • Familiarity with AI tools for automating proposal components and enhancing compliance efforts.
  • Some travel may be required.

Preferred Qualifications:

  • Familiarity with GWACs such as OASIS+, Polaris, and CIO-SP4.
  • Experience with proposal automation tools and CRM software.
  • Bachelor's degree in Business, Communications, or a related field.
  • Experience working with Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or small business teaming.
