THE POSITION

DESCRIPTION OF WORK

In this position, you will be responsible for reviewing technical permit applications, engaging in consultation, conducting inspections, and ensuring compliance with the Dam Safety and Encroachment Act, specifically Chapters 105 and 102. This role involves advanced engineering tasks related to hydrology and hydraulics, essential for executing statewide initiatives on waterway and floodplain management as mandated by the Dam Safety and Encroachments Act, the Clean Streams Law, and the Flood Plain Management Act. You will prepare records of decision (ROD) and deficiency letters that include regulatory citations, providing recommendations to the Section Chief and Program Manager.

Additionally, you will carry out field investigations of dams, stream encroachments, water obstructions, and wetlands, determining jurisdiction under the relevant acts. You will also review and acknowledge general permit registrations upon receipt of complete submissions and conduct engineering evaluations of erosion and sedimentation control plans submitted with permit applications, in accordance with departmental regulations and policies. Further duties will include reviewing transportation projects in the Southeast Region and is funded by the Moving Ahead for Progress in the 21st Century Act (MAP21). In this role, you will perform technical permit application reviews, consultation activities, inspection, and compliance activities in relationship to the Dam Safety and Encroachment Act, Chapter 105 and Chapter 102.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Norristown.
  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $67,678 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • Five years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
  • Successful completion of the Civil Engineer Trainee training program (commonwealth title); or
  • Four years of civil engineering experience in the appropriate specialty, and an engineer-in-training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associate's degree in civil engineering technology or a closely related engineering discipline; or
  • One year of civil engineering experience in the appropriate specialty, and a bachelor's degree in civil engineering or a closely related engineering discipline.

Special Requirements:
  • This position requires possession of a valid driver's license.

Other Requirements:
  • PA residency requirement is currently waived for this title.
  • You must be able to perform essential job functions.
