About the Job
The Title IV-E Program Director is responsible for oversight of the federally funded, state administered Title IV-E Child Welfare Training Program including program development & planning, implementation, budgeting, and staff supervision. The position administers the recruitment, retention, graduation and guidance of bachelor's and master's level child welfare scholars into professional work in a public or tribal child welfare agency. The Director develops and supervises specialized and intensive student programming and coaching and provides leadership on behalf of University of Minnesota Duluth (UMD) to a statewide Consortium of Title IV-E Universities in Minnesota. This is an in-person position with an opportunity for flex work. DIRECT THE TITLE IV-E CHILD WELFARE TRAINING PROJECT - 30%
- Oversee and lead the Title IV-E project team at UMD
- Lead annual program planning process and monitor implementation
- Direct curriculum analysis process, ensuring all social work curricula are analyzed accurately for allowable Title IV-E topic reimbursement and that IV-E reimbursements are maximized
- Take part in annual IV-E budgeting process and take part in the executive committee's approval of the annual operating budget
- Participate in contracting with Minnesota Dept of Children, Youth & Families
- Liaise and coordinate with Minnesota Dept of Children, Youth & Families staff, counties, tribes, the Tribal Training and Certification Partnership, the Minnesota Child Welfare Training Academy and others as appropriate to maximize and enhance the department's IV-E program outcomes
- Collaborate with other Minnesota universities operating Title IV-E programs to solve issues and enhance outcomes
- Supervise the Title IV-E program staff (full and part time positions)
- Produce sponsor reports as required
- Oversee annual audit/reporting process
- Serves on the Social Work Department's Executive Committee to advise and support the Department Head in decisions regarding budget, program management, student concerns, and college-level planning
- Provide summary reports to the Dean, Department Head, executive committee, and other internal committees as required
- Collaborates regularly with department staff and faculty to ensure IV-E goals are being met and student scholars are supported
OVERSEE CHILD WELFARE SCHOLARS PROGRAM - 25%
- Provide BSW and MSW child welfare scholars with child welfare content they need to successfully graduate, complete the child welfare program requirements and become child welfare practitioners in tribal and public child welfare positions; including oversight of the child welfare information and supports needed by students to be successful
- Lead the Scholar intercultural development program, based on the Intercultural Development Inventory
- Collaborate with the American Indian Programs Coordinator on Indigenous student programming to ensure the program is maximizing efforts to recruit and retain successful IV-E scholars from American Indian communities
- Ensure compliance with evolving state and federal Title IV-E Scholar requirements to ensure the program is meeting all University, State of Minnesota and Federal policies, procedures and other requirements
- Continually monitor Child Welfare Scholars program implementation and make required adjustments to the program as needed to enhance programmatic compliance as well as successful outcomes for students
DIRECT SCHOLAR RECRUITMENT AND SELECTION - 15%
- Direct Title IV-E program recruitment and retention activities; direct staff tasks and activities to meet recruitment goals
- Work in collaboration with the Department of Social Work to recruit bachelor's and master's level child welfare scholars, particularly American Indian and other scholars from diverse backgrounds
- Work in collaboration with Minnesota's eleven tribal nations to recruit individuals into the IV-E scholarship program to assist with workforce development needs
- Respond to requests for information about the child welfare program
- Oversee all marketing materials to maximize outreach efforts
- Coordinate and lead the child welfare scholar selection processes, update memorandums of agreement and student handbook annually
- Represent the Title IV-E Program on departmental committee(s)
SERVE AS LIAISON TO STATEWIDE IV-E CONSORTIUM - 15%
- Represent UMD in statewide Title IV-E Consortium meetings, retreats and other events; take the lead on committees of importance to UMD
- Collaborate with the Center for Advanced Studies in Child Welfare and the other IV-E Consortium schools to coordinate meetings and align Title IV-E program standards across the state
- Coordinate Scholar completion of the statewide ICWA/MIFPA training and New Worker Training
MANAGE SCHOLAR PAYBACK AND COMPLIANCE - 15%
- Determine job acceptability for Title IV-E Scholars payback
- Communicate with scholars throughout their programs about their job payback obligations
- Oversee communications with students after graduation regarding obligations and compliance
- Ensure job search and payback documentation is being completed and filed as appropriate
- Ensure students are sent to financial collections when necessary
- Represent IV-E on departmental committees such as COTW, executive, student affairs, admissions and other committees as appropriate
- Assist students with problem solving where appropriate, to remain in compliance with job payback
- Other duties as assigned
Qualifications
Required Qualifications:
- Bachelor's degree with eight years relevant experience or a master's degree with at least six years relevant experience (human services, education, etc.)
- Experience with child welfare and Title IV-E
- Experience with supervision of multiple staff
- Understanding and sensitivity to cultural diversity
- Evidence of successful working relationships with others outside of own culture
- Evidence of strong interpersonal skills
- Demonstrated effective planning and organizational skills
- Experience with teamwork
- Experience with collaboration
- A positive attitude and motivation to work both independently and as a group
Preferred Qualifications
- Proven ability to develop relationships with diverse communities and people, especially American Indians
- Program management experience
- Experience working in higher education
- Experience with, or understanding of child welfare, particularly the Indian Child Welfare Act (ICWA) and the Minnesota Indian Family Preservation Act (MIFPA)
- An understanding of historical and current issues impacting American Indian and other students of color
Pay and Benefits
