The Pennsylvania HOME Program is a federally funded program that provides municipalities with grant and loan assistance to expand and preserve the supply of decent and affordable housing for low- and very low-income Pennsylvanians.



DESCRIPTION OF WORK

In this role, you are responsible for organizing and executing the oversight of grantees, evaluating, and recommending grant applications for approval, and independently assessing the programmatic capacity of each grantee seeking assistance. Additionally, you will engage in communication with local elected officials and their staff concerning the activities and appropriate utilization of HOME and other Housing and Urban Development (HUD) special purpose grant funds within the Center for Community & Housing Development. Your duties encompass ensuring compliance with grant requirements and fostering collaboration among stakeholders to enhance community development initiatives.

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) full-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • A bachelor's degree in business or public administration or a related field; or
  • An equivalent combination of experience and training.
  • Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree.

Additional Requirements:
  • You must have two or more years of work experience in grant administration.
  • You must have two or more years of work experience performing analytical work.
  • You must be willing and able to work in Dauphin County, Harrisburg, Pennsylvania.
  • You must be able to perform essential job functions.

Preferred Qualifications (not required):
  • Degree in public administration, urban planning, political science or a closely related field.
  • Professional work experience in community planning or development of affordable housing.
  • Experience administering the HOME Investment Partnerships Program.
  • Experience administering, managing or working as an analyst or compliance staff member on any federal, state or local grant programs involving community development or affordable housing.
  • Experience in reviewing, evaluating or assisting with determinations for applications requesting grant funds.
