Key Position Details:

**Primarily remote with some on-site requirements**

Job Description:

Build relationships with system-wide leaders, strategic partners and vendors. Provide guidance regarding maintenance of enterprise applications that include patient identity and patient data files as well as privacy and compliance interactions with the electronic patient medical record, application programming interfaces (API), and other associated systems.

Principle Responsibilities

  • Information Blocking and Federal/State Regulatory Policies
    • Identifies and implements initiatives to meet federal and state regulatory considerations that support patient access and transparency to their health information, as well as for providers to support care and treatment planning.
    • Supports patient information or privacy related bills or regulations, including meetings with legislators and lobbyists as directed by Allina Public Affairs team.
    • Addresses concerns that affect patient records, document repositories and analysis of statutory or regulatory matters.
    • Develops Allina Health technology request forms (ATRF) requirements for technology needs related to information blocking initiatives and requirements.
  • Manages Escalation of Health Information Management Issues
    • Assures the availability of health information to patients and their caregivers.
    • Identifies integration points in Electronic Medical Record (EMR) applications that impact health information processes, or health information which impacts clinical and revenue cycle EMR applications.
    • Advises on record management and clinical documentation integrity.
  • Patient Health Records Management
    • Leads Allina Health initiatives and policies to assure patient document/information retention and appropriate regulatory citations are current.
    • Drafts changes, gain approval and communicate departmental and corporate policies and compliance related activities.
    • Serves as an internal consultant on issues related to patient privacy, confidentiality and health information exchange, including health information risk assessments
    • Advises on legacy record maintenance/retention for custodial record management or records acquired through acquisition.
    • Collaborate with system-wide leaders on the direction and oversight for the design and implementation of electronic health records/systems
    • Identifies integration points in EMR applications that impact health information processes, or health information which impacts clinical and revenue cycle EMR applications.
  • Other duties as assigned.

Required Qualifications

  • Associate's degree in Health Information Management or Technology
  • 5 years experience in health information technology systems, including medical record documentation standards, state/federal regulatory compliance and program management
  • 2+ years experience in a large healthcare organization

Preferred Qualifications

  • Bachelor's degree in Health Information Management, Law, Informatics or other healthcare related field

Licenses/Certifications

  • Must meet one of the following:
    Registered Health Information Administrator American Health Information Management Association (AHIMA)
    Registered Health Information Technician - American Health Information Management Association (AHIMA)
    Certified Documentation Improvement Practitioner (CDIP)
    Certified in Healthcare Privacy and Security (CHPS)
