Job Description

The Junior Procurement Analyst will provide services for our client at the Office of Planning, Research & Evaluation (OPRE's) in the U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF). This position will support federal staff and carry out responsibilities related to supporting research and evaluation activities related to human services programs.

The annual salary range for this position is $70,000 - $80,000. The annual salary range is negotiable. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.

OPRE oversees contracts and grants to study ACF's social services programs and the children and families that they serve. Areas of focus include early childhood education, welfare, employment and self-sufficiency, child abuse and neglect, childcare, fatherhood and healthy marriage/relationships, maternal and infant home visiting, and youth services. OPRE includes approximately one hundred federal and contracted staff, primarily research and evaluation specialists. In this position, you will provide subject matter expertise and operational support in all aspects of the acquisition lifecycle process and shall advise and assist OPRE with the planning for and execution of a variety of procurement/contract actions including, but not limited to, acquisition planning and document preparation, solicitation package development, proposal evaluation, analysis of cost and price, award recommendations, post-award administration, and contract close-out in accordance with applicable rules, policies, laws and regulations.

Responsibilities:

* Provide support to OPRE CORs on procurements from cradle to grave, providing high quality technical writing, project management, and analysis support of the following:

o Acquisition Strategy

o Acquisition Plans

o Market Research Analysis

o Determination & Findings

o Justification and Approvals

o Independent Government Cost Estimates

o CLIN structure

o Quality Assurance Surveillance Plans

o Source Selection Plans

o Requirements documents (Statement of Work, Performance Work Statement, Statement of Objectives, and Statement of Requirements)

* Support CORs in contract administration duties to include invoicing, modifications, performance standards, and other procurement-related actions

* Support CORs with undelivered obligations and contract closeout

* Support CORs with market research activities including Request for Information (RFI) and Sources Sought Notice (SSN) development

* Assist with updating COR guidance including template development and explanation

* Draft written communication to CORs

* Support general procurement-related questions from CORs and OPRE leadership

* Support scheduling and preparation of agendas, materials, and meeting minutes for meetings with client stakeholders

* Support records management and the development of effective information management plans, processes, and systems

* Perform various administrative tasks in support of OPRE's procurement operations, such as meeting logistics and minutes/action items, analyze administrative processes and policies for improvement, and develop and implement administrative policies to better support the complex organization

* Provide backup support to the Procurement Lead

* Perform other duties as assigned

Qualifications:

* Bachelor's degree with at least 3 years of professional experience

* 2-3 years of highly relevant experience working in a Federal Contracting Office or Federal Program Office in an Procurement role

* Experience working with federal program offices in preparing acquisition packages either via a contracting office or within the program

* Strong organizational, interpersonal, communication, writing, and analytical skills to effectively interact with program and contracting officials

* Exercise sound judgement in prioritizing and escalating issues

* Attention to detail, high standards of excellence, and commitment to perform and execute all project activities successfully

* Excellent time management skills, including handling multiple projects simultaneously and on tight timeframes

* Comfort with public speaking and leading discussions of large groups of people

* Proficiency with meeting planning, facilitation, and follow-up

* Strong and forward-thinking problem-solving skills--able to analyze issues, extrapolate implications, develop and recommend alternative approaches and solutions, etc.

* Proficiency with Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, Teams)

* Ability to obtain and maintain a public trust clearance

* U.S. Citizenship required

Desired:

* FAC-C Level 1 or 2-certified or equivalent, preferred
