About Through the Private Sector Engagement Modernization Contract (PSEMC), Dexis supports the U.S. Agency for International Development's (USAID's) Private Sector Engagement (PSE) Hub to expand and deepen collaboration with the private sector to achieve greater development outcomes. The PSE Hub's mission is to create the institutional conditions, operating infrastructure, and capacity necessary to expand engagement with the private sector in the United States and partner countries. The PSE Hub works to transform and modernize how USAID does development by institutionalizing USAID's PSE policy and delivering capacity- and systems-building support for PSE across all sectors, operating units, and countries where USAID operates. PSEMC provides technical assistance and capacity building to USAID Missions, Bureaus, and Independent Offices in support of PSE.

About the Position

The Organizational Systems Manager, PSE Community of Practice (Organizational Systems Manager) will design and deliver a strategy to strengthen the impact of USAID's Private Sector Engagement (PSE) Community of Practice (COP), and provide advisory support to the Agency's PSE Advisors.

The PSE COP provides a platform where both newer and experienced PSE practitioners across USAID can gain and share knowledge and peer connections to advance individual and Agency PSE objectives. The Manager will be responsible for continuously assessing where and how to strategically grow the COP's ability to accelerate PSE integration into Agency culture, programming, and operations.

PSE Advisors are a subcommunity within the PSE COP. The Organizational Systems Manager will be assigned to support Technical PSE Advisors who are responsible for guiding Agency awareness and action on priorities with the private sector for USAID priority development and humanitarian technical subjects. The Organizational Systems Manager will strengthen PSE Advisors in four main responsibility areas: PSE strategy and program planning, internal coordination and support, private sector relationship management, and knowledge sharing and reporting.

The Organizational Systems Manager will harmonize PSE Advisor priorities with the implementation of Agency-wide PSE systems, and elevate PSE Advisors as an active core of the Agency's PSE COP.

This is a full-time position requiring three (3) days per week in person at the Ronald Reagan Building in Washington, DC. This expectation may change following any future changes to Agency requirements. Ability to travel internationally on an occasional basis may be required.

Responsibilities

Community of Practice (70% time/effort):



  • Collaborate across relevant internal stakeholders to establish a vision, purpose, and priority objectives for the COP.
  • Develop a strategy and action plan for COP member growth and engagement and an annual calendar of COP activities; build consensus among key stakeholders to effectively market to and recruit target segments; follow up in a timely manner with high quality content.
  • Identify, prioritize, and sequence the sourcing and generation of content that meets the needs of existing PSE practitioners within the PSE COP; launch content centered on specific topics via diverse internal channels.
  • Identify content for greater knowledge sharing among stakeholders.
  • Continuously identify, design, and test new engagement tactics for the COP to increase volume and quality of engagements; monitor engagement tactics for impact on community and adapt as needed.
  • Explore potential technology enhancements to the COP with a focus on driving more effective peer-to-peer sharing and knowledge capture, as well as an improved user experience (UX).
  • Establish measures to track the progress and health of the COP and the value it is delivering to the Agency, elevate recommendations to team lead.
  • Contribute to discussions related to a PSE Knowledge Strategy and represent the needs of PSE COP membership.


PSE Advisors (30% time/effort):



  • Plan and conduct periodic check-ins to support assigned Technical PSE Advisors; establish an understanding of context, challenges, and opportunities; provide coaching, mentoring, and/or feedback; and connect PSE Advisors to tools, templates, systems, and stakeholders.
  • Proactively identify opportunities to elevate leading practices and success stories, and support internal knowledge sharing with key audiences and stakeholders.
  • Serve as a thought partner on tactics to convene private sector collaborators; monitor priority collaboration opportunities and provide the appropriate internal or external connections, tools, and resources to spur action.
  • Proactively identify, build the case for, and/or take action on tactics to strengthen the role and impact of the PSE Advisor role.
  • Track and report on progress of assigned PSE Advisors, including establishing measures of success; collecting and summarizing data; identifying and explaining trends, patterns, and outliers; and creating content for inclusion in various updates and reports for Mission, Bureau, and Agency stakeholders.
  • Lead customized onboarding/offboarding of assigned PSE Advisors.


Other Duties:



  • Provide leadership and support for other priorities as requested.


QUALIFICATIONS

Required



  • Bachelor's degree and at least 10 years of relevant experience, or Master's degree and eight (8) years of relevant experience.
  • Demonstrate professional experience driving technology-enabled, global, virtual community building, knowledge management, and communications for the benefit of a dispersed network of global practitioners.
  • Ability to build influence and consensus across diverse technical and regional backgrounds to advance objectives and gain cooperation.
  • Excellent written and verbal communication skills, with the ability to adapt messages to different audiences and leadership levels.
  • Strong organizational, project management, critical thinking, and problem solving skills, with demonstrated ability to review information and take action based on data and evidence.
  • U.S. citizenship or U.S. permanent residency with the ability to obtain and maintain a Facilities Access Clearance (FAC) or Secret-level Security Clearance is required.


Preferred



  • Active FAC or Secret-level security clearance is preferred.
  • Familiarity with USAID or similar international development organizations.
  • Experience collaborating with diverse external stakeholders to create new partnerships, joint efforts, or similar collaborations. This could include negotiating agreements, memoranda of understanding, or similar formal documents.
