Description

The KC-130J Avionics/COM/NAV Technician will troubleshoot and/or repair malfunctions in the aircraft avionics/communication/navigation systems and all other supporting aircraft systems that require avionics skills and knowledge, performing assigned maintenance to specified KC-130J standards, to include performing calibration procedures and required functional tests, in support of applicable maintenance instruction manuals and the KAF 4790 manual series. Performance abilities will include the application of troubleshooting, maintenance, and servicing procedures to include the inspection and repair of aircraft wiring/wiring connector, breaker assemblies, component removal, inspection, and reinstallation. In the course of assigned duties will apply a thorough knowledge of electrical, avionics, and COM/NAV engineering principles, techniques, and methods necessary to repair and maintain aircraft, applicable equipment, and systems. Possess competent abilities in the use and application of hand tools, power tools, and associated precision measuring equipment used in support of system testing, evaluation, and operation. Possess the ability to read and interpret manufacturers' maintenance manuals, service bulletins, technical data, engineering data, diagrams, schematics, and other specifications to determine feasibility and method of repairing or replacing malfunctioning or damaged components.

ESSENTIAL FUNCTIONS



  • Applies and has a thorough working knowledge of COM/NAV and avionics systems to include; aircraft modification procedures and experience with specific avionics systems, e.g., data bus, antennas, software, displays, communications/navigation equipment, systems integration, system/component failure analysis, inspection, repair, and testing of COM/NAV and electrical systems through engineering principles, techniques, and methods in the maintainability of existing KC-130J equipment and systems.
  • Troubleshoots and/or repairs malfunctions in the aircraft avionics/communication/navigation systems and all other supporting aircraft systems that require avionics skills and knowledge, performing assigned maintenance in compliance with established directives and specified KC-130J maintenance requirement cards (MRC)s and maintenance instruction manuals (MIM)s, to include performing calibration procedures and required functional tests.
  • Performance abilities include maintenance and serviceability procedures to supported components, to include wiring and wiring connector condition, breaker assemblies, component removal, inspection, reinstallation, and incorporates applicable technical directives and bulletins.
  • Possesses competent abilities in the use and application of hand tools, power tools, and associated precision measuring equipment used in support of system testing, evaluation, and operation, to include complying with established local tool control programs.
  • Has a strong understanding and ability to interpret maintenance instruction manuals (MIMS) and all associated maintenance publications, orders, and directives and the processes to document such maintenance actions.
  • Reads and interprets manufacturers' maintenance manuals, service bulletins, technical data, engineering data, diagrams, schematics, and other specifications to determine feasibility and method of repairing or replacing malfunctioning or damaged components.
  • Uses illustrated parts breakdowns (IPB)s to determine material requirements, research associated part numbers, and requisitions repair parts, materials, and consumable supplies through supply system.
  • Has the ability to review, interpret, and apply the assigned maintenance manual procedures in support of assigned maintenance actions. Apply practical knowledge of wiring schematics of aircraft COM/NAV and avionics systems and the interpretation of technical data contained within those schematics and/or sources of maintenance data.
  • Performs periodic, special, hourly, conditional, and phase maintenance/isochronal inspections as required by Maintenance Instruction Manuals (MIM)s, Maintenance Requirement Cards (MRC)s, manufacturer's specifications, and all applicable directives, orders, instructions and as directed through Maintenance Control.
  • Removes, troubleshoots, inspects, reinstalls, and/or replaces aircraft COM/NAV and avionics components, radios, antennas, electrical wiring, and all other associated electronic components that support the operation and use of the aircraft systems/capabilities as directed by approved maintenance manuals/procedures and/or Maintenance Control.
  • Performs applicable "O" and "I" level battery maintenance functions as required per applicable maintenance manuals.
  • Performs required tasks associated with EKMS as directed by Kuwait Air Force and NAVAIR.
  • Performs scheduled and unscheduled maintenance actions, to include cross-training in all required essential technical specialties, to facilitate the removal, inspection, repair/replacement, installation, and test procedures of aircraft component parts, survival equipment (life rafts, first aid kits, etc..), pneumatic systems, environmental control systems, fuel systems, avionics systems, and all associated aviation life support equipment, airframes, and power plants systems.
  • Inspect, control, and prevent corrosion of aircraft metals and system components using established and approved procedures.
  • Checks out, and operates support equipment for flight line maintenance of established maintenance procedures.
  • Conducts off station maintenance when required.
  • When necessary, performs other duties and supervisory functions, critical to the function of the program and to assure compliance with the Performance Work Statement (PWS).


MINIMUM REQUIREMENTS /QUALIFICATIONS



  • Must be able to obtain and maintain at a Secret Clearance.
  • Must be able to adhere to and comply with all Kuwaiti Labor and Immigration requirements.
  • Must be United States (U.S.) citizen, have a high school diploma or equivalent, be able to read, write, and understand the English language.
  • Must be able to obtain a United States Passport. If you currently possess a United States Passport it must have at least 24 months of time remaining before expiration.
  • Must have a valid U.S. Driver's License.
  • Four years' maintenance experience in the C-130J Avionics/Communications/Navigations specialty preferred.
  • Have a working knowledge of first aid procedures to be used in an emergency.
  • Have a strong knowledge base of aviation maintenance programs, processes, and procedures (example: Safety, Tool Control, HAZMAT, inspection programs, administrative requirements, support equipment, calibration/torque programs & procedures).
  • Must be willing to administrate, maintain, and manage maintenance programs (ex. Tool Control, HAZMAT, FOD, MetCal, Compass Calibration, Electro Static Discharge, etc...) as required by local policies.
  • Must be able to obtain/maintain the following required certifications/qualifications:


-Aviation Gas Free Engineering (AVGFE) certification

-Auxiliary Power Unit (APU) run qualification

-"I" Level Battery Maintenance certification

-Applicable Support Equipment licensing

-Collateral Duty Inspector (CDI) qualification

-Collateral Duty Quality Assurance Representative (CDQAR) qualification



  • Must be willing and able to comply with all contractual Performance Work Statement (PWS) Requirements to include but not limited to: The performance of "I" Level maintenance functions in support of: In-Flight Refueling Reel/system maintenance, NLG & MLG Tire re-building, Battery maintenance support, and Oxygen Regulator testing/repair.
  • Must be willing and able to deploy off-site as required to support Kuwait Air Force operations.
  • Must be able to work day shift, night shift or weekend duty and travel as part of a maintenance recovery team as required.
  • Must have the ability to communicate clearly, concisely and follow instructions when directed on assigned tasks.
  • Must have skills and aptitude to cross train and/or support other maintenance technicians in completing assigned maintenance actions, to include but not limited to: The performance and completion of daily inspections (including the ability to inspect/sign off on all associated aircraft maintenance/technician specialties), marshalling/recovering aircraft, fueling, towing, mooring, and conducting post flight procedures to ensure aircraft are properly secured upon completion of maintenance.
  • As a Subject Matter Expert, must be willing to perform in-depth research, troubleshoot, and perform "O" and "I" level maintenance functions on all applicable aircraft systems and components necessary to return aircraft to a Full Mission Capable status; this includes determining material requirements, researching part numbers, ordering, tracking, and receiving materials as required to facilitate aircraft inspections/repairs.
  • Must be able to communicate directly with the customer, pilots, air crew members, management, and maintenance personnel to gather and relay pertinent data/information necessary to ensure aircraft depart timely and launches are not delayed.
  • Must have an in-depth knowledge of aircraft technical orders/job guides/publications-read, interpret, follow and comprehend schematic diagrams, drawings, charts and technical publications.
  • Must have an in-depth knowledge (aircraft/vehicle movement and safety/hazards) of flight line operations.
  • Must have a working knowledge of and be proficient with (input and extract data) of computers, aircraft data debriefing and diagnostic software, and maintenance information systems.
  • Must be able overcome cultural differences and to think outside the box, innovate, and provide solutions to the many complex problems and obstacles associated with international contracting and desert climate operations.
  • Perform as a team member, contributing to the success of the C-130J maintenance department.
  • Dependable and timely in managing assigned tasks, perform consistent quality maintenance.
  • Proven ability to work independently with minimal direction.

WORK ENVIRONMENT

Environmental conditions are diverse and could range anywhere from an office environment where there is little or no physical discomfort to an environment where inclement weather may subject individuals to severe changes in temperature, less than adequate lighting, dust and wind. On occasion individuals may be required to work in areas where high noise hazards will prevail and hearing protection is required.
