Qualifications

Education and Experience: Employee must have a high school diploma or equivalent and experience equivalent to three years of skilled full-time and construction, utility installation, agriculture, grounds maintenance or landscape management, land surveying or related work.

Education substitution - graduation from an accredited college or university with an associate degree, or certification from a technical school, in construction, land surveying, or other related field can be substituted on a year-to-year basis up to two year.

Overview

Summary: Under general supervision, an employee in this class will work alongside the Environmental Staff (Scientist, Consultants, etc.) in the evaluation of properties, collection of samples, inspection of facilities, and review of documents for compliance.

Distinguishing Features: This is the lead level classification in the TDEC Environmental Tech series. An incumbent in this classification independently performs inspections and assists the Environmental Staff in their job duties. This position independently performs subsurface sewage disposal systems inspections, solid waste facility inspections, field work and construction inspections which will enable TDEC's permitting staff to address the permitting workload and make scientific decisions. The TDEC Environmental Senior Technician also leads and trains the Environmental Technicians who aid the Environmental staff. This class differs from the TDEC Environmental Technician in that the TDEC Environmental Technician primarily assists in the inspection, sampling, and field work under direct oversight of the Environmental Staff.

Responsibilities

1. Conduct and assist Environmental Staff in the construction and inspection of conventional and alternative SSDS. This work includes land surveying, sketching, measuring distances, probing gravel depths, and pump system inspection and testing.

2. Review documentation and ensure that permit and regulation conditions are met.

3. Collect environmental samples and perform inspections at solid waste facilities to identify and document regulatory compliance. Complete inspection documents and assist in the preparation of letters to the regulated community to correct noncompliance of solid waste regulations or convey information to deter non-compliance.

4. Perform inspection of a property to determine if the lot meets requirements for proposed SSDS. Reviews soil map, delineate suitable soil area, establishes SSDS layout, measure proposed distances, and prepare a draft sketch of SSDS.

5. Assists Environmental Staff in evaluation of a soil site by using a hand auger and probing soil to determine depth of rock for permit issuance

6. Conduct and assist Environmental Staff with the collection of water samples through sample collection, calibrating meters and probes, following standard operating procedures, completing documentation, and shipping/delivering samples to appropriate parties.

7. Communicate regulatory standards to SSDS installers and General Public, Corrective Action Contractors (CACs), Responsible Parties (RPs) to ensure compliance and permit conditions are met.

8. Conduct complaint investigations, document, and report findings to environmental staff

9. Verifying construction and corrective action work has been properly completed.

10. Facilitate job skills training on inspections, sample collection, documentation review, and other related work. Lead and direct the work of TDEC ENVIRONMENTAL TECH positions.

7. Able to listen to and follow instructions, learn from experienced staff, and develop proficiency in technical skills.

8. Skilled in leading, and guiding team members. Able to facilitate job skills training in the field.
