Job Overview
The IQ Quality Control Technician position for Chugach requires specialization in Quality Control expertise supporting the planning and execution of the contract's Indefinite Quality (IQ) task orders encompassing facility maintenance, construction, environmental compliance inspections, and surveys; and assessments/abatement for Lead Paint, Asbestos, Mold and PCBs. Provides support for all phases of IQ execution, to include Task Order Management, metrics, monthly and annual report generation. Completes necessary inspection reports and documentation required to support findings. The position assists and supports the IQ Manager in conducting site, shop, and workplace inspections. The technician must be a self-starter and fully capable of performing a variety of duties of an administrative and technical nature in support of the IQ Manager. The incumbent is responsible for overall maintenance, upkeep & creation of a variety of policies, procedures, and reports. Must possess the ability to understand and follow all safety rules while performing duties. Work Model: Onsite/In-Office
Responsibilities
Essential Duties & Job Functions:
- Review RFI's and assists with scope changes and job specifications; completes necessary inspection reports and documentation required to support contract requirements.
- Research and coordinate with procurement to locate qualified subcontractor(s) for competitive bidding.
- Complete project oversight and coordination to include attending pre-scope site walks, project site inspections, and project final walks with DBSI, PW and subcontractor personnel.
- Coordinates with customer QAE personnel on matters relating to the quality of contractor work, pre-construction meeting requirements, end-of-project deliverables, and delivery.
- The position assists the IQ Manager, Planner/Estimator and SSHO in completing site, shop, and workplace contract-related tasks and administrative products.
- Coordinates with government customer, subcontractor functional managers and supervisors and/or DBSI personnel to ensure quality workmanship, and timely completion of all tasks to include reports.
- Ensure all submittals and permits have been submitted to governing authorities and have been approved.
- Reports to the IQ Manager on accomplishment of duties, surveys, inspections, and observations relating to performance of DBSI and subcontractor personnel.
- Reads, interprets, reviews and updates plans, drawings and as-builds, as required for mission accomplishment.
- Confers with the appropriate supervisors concerning the preparation of plans and evaluations of field conditions.
- Inspects project sites and evaluates work to detect problems.
- Helps ensure that projects conform to design specifications and applicable codes.
- Prepares reports and documentation of project activities and data; review project folders and sign-off projects.
- Verifies and defines customer complaints, works quickly to resolve issues, and represents management in the field.
- Researches and recommends resolutions to all customer complaints.
- Research, reviews, and updates required deliverables, plans, warranties, as-builts, and Operation Manuals (O&M's).
- Maintains confidentiality regarding the information being dealt with.
- Constructs technical base operations contract information and data for submission to the US Government, in compliance with contract parameters.
- Performs routine clerical duties and maintains administrative logs and spreadsheets as directed by the IQ Manager in a timely manner and with accuracy.
- Prepares and submits all required technical information including utility reports in a timely manner.
- Processes Purchase Requests for distribution to purchasing once authorized.
- Acting point of contact in IQ Manager's absence.
- Attends Site Safety meetings and performs site project research and evaluation as directed.
- Performs other duties as assigned.
Job Requirements
Mandatory:
- High School Diploma or Equivalent (G.E.D.)
- Completion of OSHA 30-hour training course.
- Completion of the U.S. Army Corps of Engineers Construction Quality Management for Contractors training course.
- Two (2) years' experience in quality control spreadsheet reporting that included knowledge of government contracting requirements and engineering terminology.
- Ability to speak, read, and write English, to include language of a technical nature.
- Ability to obtain and maintain a valid State issued Driver's License.
- Ability to successfully pass a background check to obtain and maintain a CAC Card and/or DBIDS credential as required by the Contract.
- Five years broad experience in support facility services contracts, preferably in field maintenance operations, or construction.
- Working knowledge of all general construction activities and trades.
- Proficiency in Microsoft Word, Excel, and Power Point; exceptional administrative and organizational skills.
- Ability to adhere to strict deadlines; flexible and adaptable to ensure mission completion.
- Ability to communicate ideas effectively with personnel at all levels.
- Knowledge of Government contracting terminology and applications.
- Knowledge of equipment maintenance.
- U.S. Citizenship.
