The Position

We're hiring a Police Business Analyst III for the Port of Portland Police Department!

Are you ready to combine your expertise in data analytics with a mission that matters? The Port of Portland Police Department plays a critical role in ensuring the safety and security of Portland International Airport (PDX) and surrounding areas. As state-certified peace officers, we work to protect the traveling public, support federal aviation regulations, and collaborate with other agencies to safeguard one of the busiest airports in the country. We are looking for a skilled Police Business Analyst to help us leverage data to improve operations and enhance decision-making, all while supporting our mission to protect the safety of the aviation community.

Your role: You'll be responsible for creating and delivering powerful data reports, dashboards, and visualizations using tools like Power BI to inform key decisions for the Port Police management team and other stakeholders. As the primary liaison between the Police Department and departments like IT, Operations, and Performance & Analytics, you'll lead cross-functional teams to develop and implement best practices for airport policing data analytics. Your work will help shape the future of police operations, ensuring our department stays at the forefront of public safety in the aviation industry.

A successful candidate has strong skills in building analytic models and creating clear, impactful data visualizations to support decision-making. You'll be adept at managing multiple priorities and using tools like Power BI to deliver insights that help drive results. Your ability to synthesize data from various sources with accuracy will be key in supporting our mission to enhance safety and security at Portland International Airport through smarter, data-driven policing.

We offer a flexible hybrid schedule with in-office days Tuesday through Thursday for team collaboration, and the option to work from home on Mondays and Fridays. Due to our 24/7 operations, occasional in-office presence may be required to support the team when needed.


Essential Job Duties

  • Create and provide data reports, dashboards, and visualizations using Power BI and various systems to support the Port Police management team, staff, and other stakeholders. Collaborate with the Port's Business Intelligence team to collect operational data needs and build innovative BI solutions using both structured and unstructured, multi-dimensional data sources.
  • Develop automated BI reports that support business and operational decisions, focusing on recurring key performance metrics and data dashboards.
  • Enhance accessibility to performance data and statistics for Port staff and stakeholders by developing and publishing visual and interactive reports.
  • Strengthen the Port Police data culture by actively participating in the Port's Power BI community of practice.
  • Serve as the primary liaison for Public Safety and lead cross-functional teams with Performance & Analytics, IT, and Operations departments.
  • Cultivate relationships with industry experts locally and nationally to discover and implement best practices in police operational data analytics.

Minimum Qualifications

  • Bachelors in degree field and/or course work in data visualization, data analysis or related (preferred)
  • Minimum four (4) years experience in data analysis and data visualization. (required)

Ability to:

  • Pass a comprehensive police background check, psychological evaluation, post-offer drug test and medical examination. (required)
  • Ability to pass and maintain a Criminal History Records check and Security Threat Assessment required for a PDX Security Badge. (required)

Demonstrated Skills & Knowledge:

  • Expertise in data analysis and forecasting methodologies
  • Strong understanding of statistical methodologies
  • Ability to work with and create analytic reports for law enforcement data types (FOUO, LEUO, SSI, CJIS classifications)
  • Experience accessing data from multiple common police systems (CAD, RMS, others)
  • Familiarity with crime report terminology and industry-related terms for crime and incident reporting
  • Skill in building and maintaining analytic models to report police KPIs
  • Proficiency in data visualization and creating impactful visual reporting products (e.g., dashboards, presentation slides)
  • Ability to deliver effective presentations and reports tailored to various stakeholders
  • Expertise in visual storytelling and incorporating graphical depictions into reports and dashboards
  • Ability to conduct research and analysis, acquiring and synthesizing data from multiple sources to ensure accuracy and relevance
  • Proficiency with modern data tools, such as business intelligence software, with experience in Power BI preferred

SELECTION PROCESS & PROJECTED TIMELINE: (tentative schedule):

  1. Minimum Qualification Evaluation: During the week of February 11 Human Resources and the Hiring Manager will evaluate the education, training, and experience outlined in submitted application packets.
  2. Subject Matter Expert (SME) Evaluation: A panel of internal Subject Matter Experts will assess your experience and training based on your application materials and responses to the supplemental questionnaire.
  3. Interview Scheduling: Our goal is to schedule first-round interviews with candidates who successfully pass the SME evaluation during the week of February 28. The first round will typically involve the recruiter and the hiring manager. Panel Interviews are tentatively scheduled during the week of March 11.
Compensation:
Our organization adheres to established salary ranges for each position to ensure equitable pay practices. However, final offers are determined based on various factors, including the candidate's experience, qualifications, and considerations of internal pay equity.
