Job Announcement

The Fairfax County Health Department is a progressive public health leader serving 1.2 million residents and providing services that promote population health, protect public health and the environment, and ensure residents' equitable access to health services and information.

As part of the expanding Division of Emergency Preparedness and Response (EP&R), this position:

  • Coordinates the development, implementation, and evaluation of the Health Department's community health preparedness program under the supervision and strategic guidance of the Assistant Division Director
  • Sets programmatic goals, and recommends, develops, and implements projects and initiatives
  • Supervises three (3) Community Health Specialists focused on health preparedness outreach and education in the community; serves as hiring manager to recruit new staff as necessary
  • Coordinates and participates in the development of culturally appropriate health preparedness content and promotional strategies with particular emphasis on hard-to-reach and medically vulnerable populations
  • Builds and maintains positive and productive working relationships with partners at all levels of government, community-based organizations, community leaders, the business community, and Fairfax County residents
  • Represents the Health Department on county and community committees and workgroups focused on preparedness and public health matters; advances programmatic goals by integrating health preparedness into larger projects and initiatives
  • Integrates health preparedness into all aspects of the department's emergency preparedness, response, recovery, and mitigation activities
  • Serves on an on-call roster as a Division duty officer and fulfills a leadership role on the department's Incident Management Team (IMT) during emergency responses
  • Plays a key role in ensuring that the Health Department and the County are prepared to respond to a wide variety of natural and man-made emergencies, including acts of bioterrorism and natural disease outbreaks.

Note: The assigned functional areas of the position include Community Outreach and Education, Team Management, Community Partnerships, Public Health, and Emergency Preparedness.

This is considered an essential position. As an essential member of an emergency response organization, during an emergency activation, employee may be required to work irregular hours, work at a location other than the official duty station, support the department on a 24/7 basis and perform duties other than those specified in the employee's official position description. Required to work nights, weekends and be available for emergency activations.

Required Knowledge Skills and Abilities

Considerable knowledge of mission, goals, and objectives of the organizational unit, program, or activities to which incumbent is assigned;
Considerable knowledge of the principles, practices, and techniques relating to the functional area of business operation (e.g. personnel, budgeting and financial management, contract administration and management);
Knowledge of the principles, practices and techniques governing management, organization, operations and programmatic services;
Ability to identify possible solutions for solving business problems;
Ability to evaluate proposals and solutions in terms of benefits, costs, and overall impact on the project, program, or organization;
Ability to make oral presentations to department management, other departments, or the public;
Ability to write detailed, accurate reports, grants, or solicitations for pertinent areas of administration;
Ability to use word processing and presentation software to prepare documents, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data;
Ability to supervise and train staff;
Ability to lead assigned employees, including delegating and reviewing work assignments, providing coaching and guidance, monitoring and evaluating performance, and supporting training and development planning.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus four years of professional work experience with in the functional area.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license
Cardiopulmonary Resuscitation - CPR (Required within 60 days)
AED (Required within 60 days)
SPECIAL REQUIREMENTS:
The appointee to the position will be required to complete a criminal background check, child protective services check, and a driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Knowledge and understanding of public health emergency preparedness. Knowledge of the National Incident Management Systems (NIMS), the Incident Commend System (ICS), the Center for Disease Control and Prevention's (CDC) Public Health Preparedness Capabilities, and other recognized standards and best practices in public health emergency preparedness and emergency management
  • Experience building and maintaining effective working relationships with community partners and collaborating with community partners to facilitate community-wide interventions related to community health and/or health preparedness
  • Three or more years of experience supervising multiple staff members
  • In-depth understanding of the principles of community engagement, disease prevention, public health preparedness and health equity
  • Experience developing and implementing evidence-based programs and strategies related to public health
  • Exceptional organization and time management skills that reflect an ability to manage multiple, time-sensitive priorities, projects, and deliverables with excellent attention to details
  • Advanced understanding of emotional intelligence and interpersonal communication
  • Expert-level written and oral communications with demonstrated ability to develop written products, both technical and non-technical, for a diverse range of audiences
  • Completion of ICS 100, 200, 300, 400, 700 and 800
  • Flexibility to work in a dynamic, emergency preparedness and response-focused environment.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, entails walking, standing, sitting, stooping, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor, digital display and audio-visual instrument. Incumbent must be able to operate keyboard driven equipment and computer. Requires individual to be able to lift or carry up to 25 lbs. occasionally. Position frequently communicates and must be able to exchange accurate information with others verbally (in person or telephone) and in writing. Ability to drive and operate a motor vehicle and maintain a valid driver's license. Generally, works in an office environment yet may be required to perform job duties outside the typical office setting including outdoors in all weather conditions. Individual must be able to work outside of normal business hours and on weekends. Fully participate as a required, as a member of the health department emergency response unit. All duties performed with or without reasonable accommodations.
