The Fairfax County Department of Housing and Community Development works in partnership with the Redevelopment and Housing Authority to serve the people of Fairfax County by creating housing opportunities to promote inclusive and thriving communities. Monitors and oversees the budgeting, accounting, and financial operations related to assigned funds at Housing and Community Development (HCD) and Fairfax County Redevelopment and Housing Authority. Key responsibilities include preparing various financial reports, budget development and monitoring, and fund management for capital funds that support affordable housing initiatives.

The individual in this role will develop and submit budget requests for assigned programs utilizing various financial trend and budgetary inputs in coordination with program staff. The position also involves regular coordination with program staff as to funding needs, monitoring of fund revenue and expenditure budget and creation of regular monitoring reports, and coordination of capital grant budgets, appropriations, and reporting.

The role requires collaboration with senior management and program staff to address budgetary issues and provide insights into financial projections. The responsibility also involves managing capital funds and capital projects, which includes coordinating with project managers to ensure proper financial oversight and alignment with project objectives.

Additionally, the position will involve planning, training, and directing daily financial management activities for support staff members. This includes reviewing documents and authorizing transactions within the county's financial system. The individual in this role will also assist with coordinating interim and final audits and contribute to compiling consolidated financial statements.

This position works under the general supervision of the Financial Specialist IV.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with either a bachelor's degree in accounting, business administration, public administration, public policy or related field; plus, three years of professional-level experience in finance, business administration, budgeting, or contract management, a master's degree in a related field or CPA may substitute for 1 year of experience.

CERTIFICATES AND LICENSES REQUIRED:
Not applicable.

PREFERRED QUALIFICATIONS:

  • Bachelor's degree in accounting, finance, business administration, or public administration.
  • Four to six years of progressive experience in field of accounting, finance, or budget; preferred in a governmental or housing authority setting.
  • Experience in managing capital projects and funds including budget development and monitoring, financial reporting, with a solid understanding of governmental accounting principles and financial statement review or preparation.
  • Proven ability to develop and perform complex financial reports and analysis, including detailed projections and financial scenarios addressing all funding complexities using available tracking systems and coordination with project or program staff.
  • Demonstrates initiative and knowledge to research, understand, and resolve complex financial issues.
  • Experience with capital funding grants, particularly from state and federal funding partners.
  • Proficient in producing customized financial reports, manipulating data, and utilizing advanced Excel functions and financial management systems to create and present management reports.
  • Strong communication, customer service, and collaboration skills, with the ability to explain complex financial information and build effective working relationships to achieve shared financial and programmatic goals across various stakeholders.
  • Strong initiative and problem-solving abilities, with proven analytical skills to resolve complex financial and programmatic challenges and interpret complex data.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check and a credit check as a condition of employment and periodically thereafter, as determined by the department head. Applicants and employees within these positions must demonstrate financial responsibility in personal finances as a condition of employment.

PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature; however, incumbent is required to frequently move about to perform office work such as accessing files, attending meetings, making presentations, operating general office equipment, and performing other essential job duties; may be required to move items up to approximately 15 pounds in weight. Ability to read information on a computer monitor; effectively communicate; operate keyboard-driven equipment and computer. All duties performed with or without reasonable accommodations.
