Job Announcement

Under the supervision of the Social Impact Manager, this position facilitates communication, coordination and collaboration between Fairfax County agencies and faith communities and faith-based organizations, networks and coalitions to increase access to community services, improve outreach to special populations, leverage existing resources, foster social cohesion, and provide a holistic approach to addressing complex community issues-social, economic, health, environmental, and civic. Develops a communication strategy to facilitate communication and coordination between the county and faith communities and faith-based organizations for achieving shared goals in boosting upward mobility and advancing equity. Maintains, manages, and prepares print and graphic reports from the county's database of faith communities and faith-based organizations to assist with assessments and service delivery plans in areas such as disaster relief efforts, homelessness prevention, mental health support, food insecurity programs, substance use prevention, health screening and education, community violence intervention, and community development.

Develops and maintains working relationships and partnerships with faith communities and faith-based organizations through support of interfaith councils, networks and committees, and promotes the participation of faith communities on county boards, commissions, and special committees. Provides training and technical assistance to faith communities on service navigation and delivery capacity, including assisting with program eligibility criteria and referrals; connecting faith leaders with health and human services providers; leveraging existing infrastructure to deliver economic security programs; and promoting peer support programs among special population groups such as the elderly, individuals with disabilities, immigrants and refugees, and people experiencing homelessness.

Assists with the coordination, resource development, and planning of events in collaboration with faith-based organizations and county agencies on issues priority areas such as climate change, social justice, disaster response, youth development, and civic participation and democratization. Participates in, or facilitates, county meetings or workgroups with faith-based organizations to leverage resources that address pressing community needs. Works closely with program managers to coordinate a shared vision, an actionable strategy, and a framework for the county's engagement of the faith community, including key performance indicators. Ensures that the community interfaith coordination work is directly connected to county agencies and the human services system priorities and outcome areas. Stays up to date with trends and best practices of collective impact, systems change, restorative justice, prevention approaches, eviction prevention and intervention, environmental change and economic mobility, and integrates new insights into agency operations, processes, and programs.

Independently designs, develops, and coordinates ongoing department programs and special projects;
Performs a wide range of professional-level management work for more than one broad administrative function including complex analysis and diverse project management in a lead capacity;
Coordinates and manages the work of administrative, para-professional, and/or professional-level staff in the day-to-day activities of selected projects. Plans, organizes, and coordinates changes to the policies, procedures, or processes related to multiple administrative functions (financial, procurement, budget, human resources, contract or grants administration, information technology systems, etc.);
Plans and conducts or oversees studies or research activities to ensure program quality, determine unmet needs or ensure efficacy of existing programs;
Provides guidance, recommendations, and advice to departmental managers;
Serves on committees, task forces, and management teams to evaluate the effectiveness and efficiency of existing management/administrative systems;
Writes, edits, and finalizes reports and presentations and presents findings and recommendations to department senior managers.


Required Knowledge Skills and Abilities

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus four years of professional work experience within the functional area.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a Child Protective Services Registry check to the satisfaction of the employer.

Additional Work Schedule Requirements: For special assignments/deadlines, alternate/flex schedule or comp time may be an option.

PREFERRED QUALIFICATIONS:

  • Master's degree in Community Development, Public Administration, Public Policy, Education, Social Work, Public Health, or a related field.
  • Demonstrated ability to direct operational subsystems containing multiple business functions (strategic planning, service operations, contracting, purchasing, personnel, budget).
  • Understanding of Fairfax County's community needs, community inequities, and community leadership structures.
  • Experience working with community and cross-system stakeholders, particularly faith based, nonprofits, community-based organizations, schools, and government agencies to achieve identified outcomes.
  • Experience communicating and engaging with elected officials and other leadership bodies regarding areas of expertise and responsibility.
  • Experience in community/neighborhood organizing and development.
  • Experience analyzing data and developing data driven decisions.
  • Experience supervising professional staff.
  • Experience working with diverse populations and cultures.
  • Experience with community-based human service delivery, project design and management.
  • Experience working in a team environment.
  • Ability to work on self-directed projects.

PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature. However, incumbent may be required to do some walking, standing, bending, and carrying items up to 25 pounds. Ability to operate keyboard-driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to attend meetings at various locations and make presentations to county staff and community. All duties performed with or without reasonable accommodations.
