DPWES provides award-winning solid waste collection services for approximately 45,000 homes, operates a transfer station and landfill, regulates solid waste services, and leads sustainability initiatives to promote zero waste goals for Fairfax County. DPWES Solid Waste is a diverse work force of approximately 300 merit and 50 non-merit employees and has an annual operating budget of more than $100M. Our nationally-recognized team of professionals are working together towards a singular goal: providing environmentally-responsible and cost-effective management of municipal solid waste, keeping Fairfax County safe, green, healthy, and clean.

Reports to the DPWES Construction Project Coordinator located in the Government Center at 12000 Government Center Parkway, Suite 458, Fairfax, Virginia.

The duties and responsibilities of this position include:

Leads in the coordination, management and implementation of the Capital Improvement Plan containing multiple solid waste facilities including landfills, methane gas collection systems, transfer stations, solar project implementation, leachate pump stations, ground water systems, stormwater structures, and more. Responsible for the development and management of project scopes of work, budgets and schedules. The position also negotiates, manages and ensures the work of professional engineering and consulting services firms complies with contract and schedule requirements and serves as the project manager for complex and/or sensitive capital improvement projects. The position requires extensive project management and project implementation experience and knowledge of local, state and federal codes and regulations. Provides responsive and effective communication orally and in writing and regularly represents the agency and provides presentations, reports, and information on project related matters to elected and appointed officials, federal and state agencies, county senior staff, outside agencies and residents. Responsible for maintaining excellent relations and ensuring projects are properly coordinated with all stakeholders. May be called upon to serve as expert witness in court cases, claims, public hearings, appeals boards, or the state legislature.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to graduation from a four-year college or university with a bachelor's degree in civil engineering, landscape architecture, environmental or life sciences, construction management, business administration, facilities management or related; plus five years of experience in the management of large and complex construction or maintenance projects to include two years managing multi-disciplinary teams with multiple contractors.

CERTIFICATES AND LICENSES REQUIRED:

  • A valid driver's license.
  • DEQ-Erosion & Sediment Control Inspector Certification - (Completion of first training required within 12 months of hire, and certification required within 12 months of date of completion of first required class.)

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a driver's license check to the satisfaction of the employer.

The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as needed basis. Must adhere to and fully support department safety guidelines.

PREFERRED QUALIFICATIONS:
  • Five or more years of experience managing Capital Improvement projects for solid waste facilities including landfills, methane gas collection systems, transfer stations, large scale industrial facilities, solar project implementation, leachate pump stations, ground water systems, and stormwater structures.
  • Five or more years of demonstrated success and experience as a Lead Project Manager directly responsible for the design and construction of large-scale capital improvement projects. Including scope development, contract management, financial oversight, submittal approval, RFI responses, construction inspection, contractor selection, project documentation, project schedule development, and project closeout.
  • Three or more years of experience demonstrating the ability to establish collaborative relationships with staff, outside agencies, residents, environmental groups and government leaders.
  • Five or more years of experience utilizing Excel, PowerPoint and Word.
  • Trades certification or professional license for Engineering, Architecture, DEQ-Erosion & Sediment Control, Landfill Operations, Electrical, HVAC, Construction, or Facilities Management.

PHYSICAL REQUIREMENTS:
Ability to drive a motor vehicle. Ability to input, access and retrieve information from a computer. Ability to lift up to 25 lbs. without assistance and 25 to 30 lbs. with or without assistance. Ability to perform field investigation on site infrastructure, construction, and other solid waste program improvement type projects and traverse on uneven terrain and/or surfaces. Ability to perform repetitive hand, arm, wrist, and shoulder movements. Ability to read and interpret building and site related blueprints and utilize engineer's level. Ability to sit, stand, walk, bend, stoop, crouch, lift and reach in the performance of duties. Ability to use all applicable personal protective equipment in an outdoor environment, including hardhat, eye protection, hearing protection, safety footwear, and other applicable equipment. Ability to work in adverse weather conditions and temperatures. All duties performed with or without reasonable accommodations.
