Program Manager
Position Summary DarkStar Intelligence is seeking a highly skilled Program Manager to oversee the successful cost, schedule, and performance of a critical contract. This individual will act as the primary point of contact for the Contracting Officer (CO), Contracting Officer's Representative (COR), Government Program Manager, and DarkStar's senior management. The Program Manager will contribute to key program efforts, including cost management, schedule tracking, risk management, and quality assurance. This role demands exceptional communication skills, leadership, and the ability to direct technical resources and deliver detailed progress updates to stakeholders.

Primary Duties & Responsibilities
- Allocate resources (staffing, facilities, and budgets) across the contract.
- Review and approve all financial reports, including earned value, Estimate to Complete (ETC), Funds and Man-Hour Expenditure Reports, or others as appropriate.
- Review and manage management reserves within contractual limits.
- Ensure cross-discipline integration to meet government requirements effectively.
- Collaborate with higher-level program managers (if applicable) to ensure efficient management of contractor efforts.
- Review and propose the Integrated Program Baseline (or resource-loaded schedule) to the Government.
- Monitor and mitigate risks, and allocate appropriate budgets for risk mitigation activities.
- Prepare and present program status reviews and formal updates to the Government Program Manager.
- Oversee the recruitment and training of program staff, both direct and indirect.
- Review all financial and technical reports prior to submission to the Government.
- Communicate issues and solutions to the Government Program Manager in a transparent and timely manner.
- Ensure compliance with all regulatory and administrative requirements in coordination with the Contracts staff.
Minimum Qualifications
- Experience:
- Five (5) years of experience as a program or project manager managing programs and contracts of similar scope, type, and complexity.
- At least one (1) year of experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule monitoring, financial data reporting, and risk management.
- Knowledge & Expertise:
- Familiarity with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), DoD 5000 series, and Intelligence Community Directive (ICD) 801 policies.
- Certifications:
- Project Management Professional (PMP) Certification or
- FAC-P/PM Entry Level Certification, or
- Defense Acquisition Workforce Improvement Act (DAWIA) Level 1 Certification in Program Management.
