Primary Responsibilities

We are seeking a highly skilled senior environmental project manager with extensive experience in environmental and infrastructure development, particularly in the power (both renewable and non-renewable), industrial, and/or mining industries. The ideal candidate will be an expert in environmental planning, documentation, permitting, and compliance strategy development and execution. In this role, you will lead multiple projects and programs across HDR's portfolio, focusing on complex environmental issues and client management.

As an Environmental Team Lead supporting our Resources group, you will be on point to build strong relationships with our existing and future clients in power, industrial, and mining markets. Ultimately, our goal is to build a team focused on Resources projects, but with the ability to transfer skills and successfully participate in projects across all HDR's market sectors. You will have the opportunity to mentor entry- and mid-level staff and support their professional development. You will engage in project delivery, client development/client management, technical practice management, and HDR brand awareness activities in the environmental/infrastructure market.

Key responsibilities:



  • Environmental Team Lead for our Resources group, fostering strong relationships with clients, leading the development of our environmental program, and mentoring junior and mid-level staff.
  • Subject matter expert on resource issues including NEPA, Federal, State or local permitting for power (renewable and/or non-renewable), industrial, and/or mining projects.
  • Project manager focusing on technically complex environmental projects
  • Quality Control Reviewer for environmental documentation, ensuring technical accuracy and compliance.
  • Ability to engage with existing and new clients to build a book of business and enhance HDR's brand recognition in these markets
  • Provide technical expertise across HDR's Business Groups (Water, Transportation, Resources, and Building Engineering Services [e.g., facilities]).
  • Identify environmental project/program opportunities in collaboration with business development teams
  • Lead or participate in client management teams
  • Prepare and monitor scopes and budgets for environmental projects/programs
  • Oversee and participate in the preparation of NEPA documentation, leading complex environmental permitting efforts, and leading or supporting other environmental projects
  • Participate in risk management activities for contract reviews and project deliverables
  • Work collaboratively with multi-disciplinary teams which may include engineers, planners, environmental scientists, attorneys, and real estate experts
  • Consult and coordinate with government agency representatives
  • Perform other duties as needed


The successful candidate will be expected to perform non-routine tasks on multiple projects simultaneously; contribute to researching and writing concise technical documents and innovate and follow through to completion of assigned and delegated tasks. This position requires the ability to work independently and as part of a team as well as completing tasks within tight deadlines. Applicants must be detail-oriented, organized, effective communicators, and team players with a strong focus on quality and client service.


Preferred Qualifications

  • 15 years of experience with environmental and related infrastructure development services pertaining to the power (renewable and non-renewable), industrial, and/or mining industries.
  • Experience working with state and federal environmental regulatory agencies and programs; writing proposals; developing scopes of work, budgets, and schedules for complex environmental projects with multi-disciplinary teams and multi-agency efforts
  • Ability to assist with growing HDR's environmental program through development of client relationships and identification of opportunities for expansion of our environmental services
  • Master's degree environmental planning, environmental science or related field of study
  • A license or certification preferred (PMP, CEP, AICP, REM, or PWS) or another relevant certification/license

Required Qualifications
  • Bachelor's degree or equivalent experience
  • A minimum of 10 years experience
  • Professional registration, license or certification may be required based on role
  • Strong communication and listening skills
  • Ability to handle multiple assignments
  • Good leadership and organizational skills
