Fairfax County's award-winning Stormwater team works to reduce flood risk and protect local watersheds and the Chesapeake Bay with comprehensive watershed and infrastructure management to protect people, the environment, and property.
The Transportation Assets Branch within the Maintenance and Stormwater Division provides maintenance of transportation assets consisting of pedestrian facilities throughout the County. Position is located at the Herrity Building, 12055 Government Center Parkway, Fairfax, Virginia.
DUTIES AND RESPONSIBILITIES:
- The Fairfax County DPWES is seeking a Project Manager being responsible for managing the maintenance and evaluation of the County's complex transportation program. The transportation system consists of walkways, pedestrian bridges, roadways, streetscapes, landscapes and appurtenant features.
- Under the general supervision of the Section Chief, independently performs construction and maintenance project management work including but not limited to planning, monitoring, scheduling, budgeting, scoping, coordinating, managing, and payment approvals of work of consultants and construction contractors to carry out capital construction, facility renovations, maintenance, infrastructure rehabilitation and infrastructure renewal projects.
- Mainly, these projects are related to the County's transportation maintenance program, including, but not limited to, County roads, walkways, pedestrian bridges, park-n-ride lots, transit lots, bus shelters, streetscape areas, snow removal and flood response.
- Uses electronic and paper controls to support business area needs including asset management systems, spreadsheets, Microsoft office products and Geographic Information Systems (GIS).
- This position is considered an essential position and is required to be available 24 hours a day/seven days a week to respond and assist with snow, flooding, and other designated emergencies on an as needed basis.

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from a four-year college or university with a bachelor's degree in Civil Engineering, Landscape Architecture, Environmental or Life Sciences, Construction Management, Business Administration, Facilities Management or related field; plus four years of progressively responsible experience in the supervision or management of construction or maintenance projects, including at least two years of experience in contract administration.
CERTIFICATES AND LICENSES REQUIRED:
- Valid driver's license.
- VDOT Work Zone Traffic Control within 18 months of hire.
- DEQ Erosion & Sediment Control Combined Administrator certification, Sediment Control Reviewer certification and/or Sediment Control Inspector certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- Experience managing complex maintenance projects and programs from concept to completion.
- Experience reading and interpreting construction plans.
- Experience with monitoring contractor's work.
- Experience working within active roadways and complying with VDOT work zone safety requirements.
- Experience creating scope of work, negotiating proposals, and preparing documentation for Architect/Engineer task orders and service requisitions.
- Experience using GIS and database software.
- Ability to evaluate issues analytically
- Ability to communicate verbally and in writing
- Ability to interact and communicate with the public in an effective and professional manner.
- Ability to establish and maintain effective relationships with elected officials, contractors and stakeholders.
PHYSICAL REQUIREMENTS:
Ability to push, pull, lift, bend, stoop, walk, and climb in and out of catch basins and manholes, including removal and replacement of manhole covers which weigh up to 50 lbs. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, safety footwear, long pants, sleeved shirt, personal fall arrest harness, emergency retrieval systems and atmospheric monitoring equipment. Incumbent must be physically and mentally capable of performing confined space entry operations with entry via 21? diameter manholes with vertical descent using integral or portable ladders. All duties performed with or without reasonable accommodations.
