Job title: Physical Therapist and Occupational Therapist

Duration: 12 months

Location: St. Louis, MO


The period of performance will be a 12 months base from the date of award with 4 consecutive one-year options.

Scope:

  • The Office of Physical Medicine & Rehabilitation Services, VA St. Louis Health Care System, currently has a shortage of physical and occupational therapists and is in need of 2.12 FTE physical therapists and 1.0 FTE occupational therapists.
  • The contractor shall furnish all key personnel to provide services necessary to perform onsite physical therapist services to eligible beneficiaries of the Department of Veterans Affairs.
  • The range of physical and occupational therapist services should be as they would be provided in a state-of-the-art civilian medical treatment facility and in accordance with the standards of The Joint Commission, established principles and ethics of the medical profession established by the American Medical Association (AMA), American Board of Physical Therapy, American Occupational Therapy Association (AOTA), and the National Board Certification for Occupational Therapy (NBCOT).



Responsibilities:

  • Contractor is responsible to provide coverage during the hours required.
  • The VASTLHCS will make every attempt to schedule services with at least two weeks' notice.
  • There may be times when, due to unplanned circumstances, coverage is needed on short notice and the contractor will be asked to fill additional unscheduled shifts within a twenty-four (24) notice.
  • Notification and scheduling will be mutually agreed upon between the VASTLHCS and the contractor.
  • The awarded contractor's employees are not guaranteed a 40-hour work week or an eight (8) hour day.



Work Hours:

Hours are listed in Central Time (CT). The current shifts are listed below but are subject to change. The Contractor shall furnish the services covered by this contract on all workdays as defined herein. Contractor may be required to furnish services on all calendar days, to include federal holidays. Actual shift hours may vary between the contractor, the hospitals and by specialties listed on this agreement.

First Shift Weekdays (Monday - Friday) 7:30 am - 4:00 pm 8:00 am - 4:30 pm 8:30 am - 5:00 pm

First Shift (Tuesday-Saturday) 7:30 am - 4:00 pm

First Shift Weekends (Saturday - Sunday) 7:30 am - 4:00 pm


Requirements:

License:
The Contractor's physical therapist(s) and occupational therapist assigned by the Contractor to perform the services covered by this contract shall have a current license as a physical therapist or occupational therapist in any State, Territory, or Commonwealth of the United States or the District of Columbia when services are performed onsite on VA property. All licenses held by the key personnel working on this contract shall be full and unrestricted licenses. Contractor's physical therapist(s) or occupational therapists who have current, full and unrestricted license in one or more states, but who have, or ever had, a license restricted, suspended, revoked, voluntarily revoked, voluntarily suspended pending action or denied upon application will not be considered for the purposes of this contract.

Certification: All contract providers shall be certified by the American Heart Association and be currently certified in Basic Life Support (BLS). BLS certification shall be in accordance with the American Heart Association and Military Training Network requirements in accordance with VHA Directive 1177.

Physical Therapist and Occupational Therapist Requirements

The contractor employee will be required to develop time-limited functionally based short and long-term goals. The PT/OT will then provide or oversee the direct patient care, selecting the most appropriate techniques to reach the established goals.

  • Credentialing and Privileging: Credentialing and privileging is to be done in accordance with the provisions of VHA Directive 1100.20 and VHA Directive 1100.21 referenced above. The Contractor is responsible to ensure that proposed physical therapist(s) and occupational therapist(s) possesses the requisite credentials enabling the granting of privileges. See Attachment 5 PT Self-Assessment Checklist and Attachment 6 OT Self-Assessment that the VASTLHC may use as guidance to determine if contractor's PT/OT are qualified for the services needed. No services shall be provided by any Contractor's physical therapist(s) and occupational therapist prior to obtaining approval by the Facility Medical Executive Board and Medical Center Director. If a Contractor's physical therapist(s) and occupational therapist(s) are not credentialed and privileged or has credentials/privileges suspended or revoked, the Contractor shall furnish an acceptable substitute without any additional cost to the government.
  • Technical Proficiency: Contractor's physical therapist(s) and occupational therapist shall be technically proficient in the skills necessary to fulfill the government's requirements, including the ability to speak, understand, read and write English fluently. Contractor shall provide documents upon request of the CO/COR to verify current and ongoing competency, skills, certification and/or licensure related to the provision of care, treatment and/or services performed. Contractor shall provide verifiable evidence of all educational and training experiences including any gaps in educational history for all Contractor's physical therapist(s) and occupational therapist shall be responsible for abiding by the Facility's Medical Staff ByLaws, rules, and regulations (referenced herein) that govern medical staff behavior.
  • STANDARD INFECTION CONTROL MEASURES (PPD, IMMUNIZATIONS, etc.): Contractor shall provide proof of the following tests for physical therapists within five (5) calendar days after contract award and prior to the first duty shift to the COR and Contracting Officer. Tests shall be current within the past year.
  • TUBERCULOSIS TESTING: Contractor shall provide proof of a negative Tuberculosis Skin Test (TST) or interferon-gamma release assays (IGRA) for all Contractor's physical therapist(s) upon hire in accordance with CDC guidance. (This is applicable to all health care workers). A negative chest radiographic report for active tuberculosis shall be provided in cases of positive TST or IGRA results.
  • MEASLES, MUMPS, & RUBELLA TESTING: Contractors shall provide proof of immunity for all Contractor physical therapists and occupational therapists. {This is applicable to all health care workers}.
  • VARICELLA: Contractors shall provide proof of immunity for all Contractor physical therapists and occupational therapists. {This is applicable to all health care workers}.
  • ACELLULAR PERTUSSIS: Contractors shall provide proof of 1 dose of Tdap vaccination for all Contractor physical therapists and occupational therapists {This is applicable to all health care workers}.
  • INFLUENZA: Contractors shall provide proof that all Contractor physical therapists and occupational therapists have received the annual Influenza vaccine unless it is contraindicated. If the Contractor physical therapist or occupational therapists has a medical contraindication to the vaccine they shall be required to wear a mask during the Influenza season. {This is applicable to all health care workers}.
  • OSHA REGULATION CONCERNING OCCUPATIONAL EXPOSURE TO BLOODBORNE PATHOGENS: Contractor shall provide evidence of completing and passing generic self-study blood-borne pathogen training for all Contractor's physical therapist(s) and occupational therapist. {This is applicable to all health care workers}; provide their own Hepatitis B vaccination series and hepatitis B surface antigen test results following the hepatitis B vaccination series; maintain an exposure determination and control plan; maintain required records; and ensure that proper follow-up evaluation is provided following an exposure incident.
  • The facility shall notify the Contractor of any significant communicable disease exposures as appropriate. Contractor shall adhere to current CDC/HICPAC Guideline for Infection Control in health care personnel ( as published in American Journal for Infection Control- AJIC 1998; 26:289-354 http://www.cdc.gov/hicpac/pdf/InfectControl98.pdf) for disease control. Contractor shall provide follow up documentation of clearance to return to the workplace prior to their return.
  • VASTLHCS will provide personal protective equipment (PPE), as required, as well as training on use. Failure to return items issued to the Contractor's employee following discontinuance of the Contractor employee's services under this contract shall result in a charge against payment of the Contractor's invoice.
  • National Provider Identifier (NPI): NPI is a standard, unique 10-digit numeric identifier required by HIPAA. The Veterans Health Administration must use NPIs in all HIPAA-standard electronic transactions for individual (health care practitioners) and organizational entities (medical facilities). The Contractor shall have or obtain appropriate NPI and if pertinent the Taxonomy Code confirmation notice issued by the Centers for Medicare and Medicaid Services (CMS) National Plan and Provider Enumeration System (NPPES) be provided to the Contracting Officer with the proposal.
