Position Description

We support trained, effective Guardians ad Litem to advocate for safe and permanent homes for the children we represent. Together, we will build and sustain an effective, racially equitable program that advocates for children and their families with compassion, high engagement, and a community lens.

About Us

The Program desires advocates who represent the best interests of abused and neglected children in court. Our Guardians ad Litem are independent from the court and the child welfare system and are appointed by a judge to represent a child's best interests in court proceedings.

Since its inception, the Minnesota Guardian ad Litem (GAL) Program has committed itself to giving abused and neglected children a strong voice in our court system. The Minnesota Guardian ad Litem Program is a state agency providing services throughout the state of Minnesota.

Position Description:

The Guardian ad Litem Program is currently seeking a full-time (1.0 FTE) non-exempt, Guardian ad Litem Staff Generalist for the Guardian ad Litem Program. This position is a hybrid position where the selected candidate will work both remotely and, in an office, located in St. Paul, MN.

Introduction:

This is highly responsible professional and administrative work assisting an administrator or manager in managing certain operational activities, providing liaison services and policy development support, assisting on management studies, as well as preparation and analysis of reports and statistics.

Work includes assignments in areas such as office management, records management, invoices, purchasing, purchase orders, vendors, budget preparation, tracking payments and updating spreadsheets, and analysis of work procedures and processes. Initiative and independent judgment are exercised within a framework of existing policies. Work is evaluated by an administrator or manager through conferences, personal observations, and review of reports.

Work is performed independently, and supervision is received from the Organizational Development Manager.

The Guardian ad Litem Program is an independent program within the Minnesota Judicial Branch and is governed by the State Guardian ad Litem Board.


Primary Responsibilities

Examples of Duties:

  • Performs and coordinates office administrative services such as office management, records management, purchasing, budget, forms control, mail processing, and supply inventory.
  • Participates in planning and development activities, including budget forecasting and expenditure control. Reviews and projects expenditures and assembles data for budget preparation and planning. Maintains records to compare expenditures to budgetary limitations. Prepares recurring and special reports of purchasing activities.
  • Compiles data and prepares statistical and financial data and narrative information for various reports and special studies or surveys. Research various resources to locate and assemble specific information.
  • Conducts or assists in conducting management studies to improve workflow operating methods and procedures. Prepares reports with analysis and recommendations; analyzes reports and statistics as assigned by the administrator or manager and provides evaluations and recommendations.
  • Acts in a liaison capacity with other court and court-related departments or agencies and officials. Assists in developing policies to facilitate and coordinate communications.
  • Provides administrative support for committees and board initiatives that the administrator or manager participates in or leads.
  • Administrative lead on various aspects of contract management, including ensuring compliance with contractual terms, monitoring deliverables, and addressing any issues promptly. This role requires coordinating and maintaining communication with multiple points of contact to ensure timelines are met and stakeholder needs are addressed effectively.
  • Supports the development, assignment, and management of annual performance reviews within the Learning Management System (LMS), ensuring timely completion and accuracy.
  • May perform other duties as assigned.

Qualifications

Minimum Qualifications:

Minimum Qualifications: (Any combination of training and work experience which indicates possession of the knowledge, abilities and skills listed above. An example of an acceptable qualification for this position is:

Bachelor's degree in psychology, social work, education, nursing, criminal justice, law or child-related discipline and some experience working with families and children OR an equivalent combination of education and relevant experience.

Qualified candidates must possess a current driver's license, vehicle registration and valid automobile insurance in compliance with Minnesota statute.

Must reside near the assigned service area.

**Successful candidate must pass background check upon hire and repeat background checks every three years thereafter.

Preferred Qualifications: Experience as a Guardian ad Litem with completion of the Guardian ad Litem pre-service orientation requirements, and a demonstrated comprehension of the responsibilities of Guardians ad Litem are desirable.

Knowledge, Abilities and Skills

Knowledge of office management practices, procedures, and techniques.

Knowledge of principles, methods, and techniques of budget and expenditure control specific to finance, contracts, and recordkeeping.

Knowledge of personnel practices and procedures.

Knowledge of local court rules and applicable statutes.

Ability to analyze, assemble and compile information for reports, special studies, or surveys.

Ability to manage and maintain data spreadsheets, records and files.

Ability to recognize, investigate and analyze a variety of administrative problems and to recommend effective solutions.

Ability to exercise judgment and discretion in applying and interpreting administrative policies, procedures, guidelines, and regulations.

Ability to express ideas effectively both orally and in writing.

Ability to follow oral and written instructions.
