Risk Manager (Human Resources)

JOB SUMMARY:

The Risk Manager administers the village's comprehensive self-insurance program and plays a pivotal role in maintaining excellent workplace safety. The Risk Manager is responsible for managing and evaluating risk and claims programs of the village and making recommendations to control and minimize the risk. As a partner and resource to all departments of the village, the Risk Manager applies best practices in risk management and excellent customer service skills in partnering with departments to evaluate and mitigate loss exposure, and managing claims when losses occur to minimize the overall impact of losses. The Risk Manager develops programs and policies in areas of risk prevention, safety administration, and coverage and transfer of risk, reporting systems of asset losses, and manages property damage, casualty, liability, and workers' compensation claims in partnership with the village's third-party administrators.

The ability to forge strong working partnerships and to develop and maintain trust are imperative - the ideal candidate will have a proven track record of establishing strong working relationships with coworkers in front-line operational positions through senior management, have strong and adaptable communication skills, and the ability to make objective decisions using sound judgment. In-depth knowledge of principles, procedures, and methods used in risk management is essential in this role, as well as knowledge (or ability to acquire knowledge) of OSHA standards applicable to municipal operations. Experience in municipal risk management is highly desirable.

JOB DUTIES:

1.Administers the village's self-insurance program, partnering with all village departments to identify and mitigate risk, and respond to losses.

2.Leads the procurement process to obtain commercial insurance for property/casualty and workers' compensation coverages by assembling and analyzing risk data, working with a third-party broker, and recommending coverage levels.

3.Provides exceptional customer service and manages all property/casualty and workers compensation claims filed by reviewing and investigating accidents and losses, managing the village's third-party administrator, briefing department leaders on significant claims activities, developing claims management, subrogation, and closure strategies. Leads workers' compensation claims litigation management and provides support to the Village Manager's Office related to litigated property/casualty claims.

4.Analyzes loss data, risk factors, and best practices in municipal risk management; promotes a safe working environment and public facilities by developing and recommending safety and risk management policies and procedures and partnering with operating departments to develop and implement safety and loss prevention training, and to conduct periodic safety self-assessments.

5.Partners with department safety committees to review accidents and mitigation strategies, develops and leads an executive safety committee comprised of senior leadership staff.

6.Provides guidance to departments on safety and loss prevention, including guidance on relevant OSHA requirements and standards, and other workplace safety laws and regulations. Assists departments in preparing for and responding to regulatory agency inspections and inquiries. Completes annual OSHA reporting and other required annual reports.

7.Develops the annual operating and claims budget for all risk management activities.

8.Partners with departmental staff to manage complex matters involving other HR disciplines.

9.Maintains strong knowledge of risk management principles, laws, regulations, and best practices through ongoing professional development.

10.Provides after-hours risk management guidance and assistance when needed for significant accidents, injuries, or incidents.

11.Performs other duties as assigned.

QUALIFICATIONS:

1. Bachelor's degree in risk management, safety, human resources management, business administration, public administration, or related field.

2. A minimum of three years of experience in risk management that includes general liability, property/casualty, and workers' compensation. Municipal risk management experience is highly desirable.

3. Certification as an Associate in Risk Management, RIMS-Certified Risk Management Professional, Certified Risk Manager, or similar credential is highly desirable.

4. Proficiency with current computer technology, job specific software, and customer service systems.

STARTING SALARY RANGE: $90,321.00 - $120,805.00annually dependent on qualifications.The salary range for this position is $90,321.00 -$130,966.00.
