Job Summary

The Director of the Clinical Practice Group (CPG) holds primary authority over all professional fee billing activities at ZSFG. This role is critical in ensuring the efficiency, quality, and overall results of the revenue cycle for UCSF's Clinical Practice Group at ZSFG. The Director provides comprehensive oversight of activities related to charge capture, billing, and the collection of professional fees, as well as the management of physician agreements generated by UCSF departments at ZSFG.

Key responsibilities include overseeing the daily operations of CPG Business Services and leading the development of short- and long-term plans, including receivables management and budgetary needs. The Director is accountable for ensuring the operational effectiveness of the department and managing areas such as fiscal operations, personnel administration, IT services, and space and facilities management.

The Director establishes and implements policies, goals, and objectives that align with compliance regulations at the federal, state, and local levels, as well as campus policies. This includes coordinating departmental functions, implementing strategic initiatives, and managing special projects to support the department's mission.

Serving as the primary point of contact for non-clinical matters within the Clinical Practice Group, the Director acts as a liaison to various UCSF departments, ZSFG Medical Center offices, and external organizations. The role also includes acting as the administrative liaison with affiliated hospitals and external agencies to facilitate collaboration and operational alignment.

The CPG Director reports directly to the Director of Finance and the Associate Dean for Administration and Finance of the School of Medicine at ZSFG with a dotted-line reporting to the Chair of the CPG Board. The Director advises the ZSFG Dean's Office, the CPG Board Chair, and all other CPG Committee Chairs on policies and guidelines to implement strategic plans, achieve financial objectives, allocate resources effectively, and ensure the financial sustainability of the CPG.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $138,400 - $335,800 (Annual Rate).

Department Description

The Chancellor of the University of California, San Francisco (UCSF), through the Dean of the School of Medicine, established the Zuckerberg San Francisco General Hospital (ZSFG) Clinical Practice Group (CPG) and granted it the authority to negotiate and manage managed care and third-party contracts for clinical services provided at ZSFG. The CPG Business Office oversees all aspects of professional fee billing for UCSF physicians, capitation revenue, provider incentive programs, strategic block grant initiatives, and managed care activities at ZSFG.

The business operations encompass billing activities for all UCSF departments and divisions located at ZSFG, processing approximately $237 million in billed charges annually and managing funds flow totaling $90 million. This ensures effective revenue management and operational support for clinical services at ZSFG.

Required Qualifications


  • Bachelor's degree in related area and / or equivalent experience / training is required
  • At least 8-10 years managerial experience in a healthcare and/or academic setting
  • ICD-10 professional assessment certification
  • Certification in Healthcare Compliance
  • Certification in Professional CPT Coding
  • Thorough knowledge of information technology specific to healthcare revenue cycle management and related functions, including software, hardware, tools, techniques, and systems
  • Familiarity with all aspects of the HlPAA rules and regulations; including privacy and security
  • Thorough knowledge of healthcare revenue cycle operations, concepts, and policies and their impact throughout the organization, with an in-depth understanding of related functions and issues, including coding, registration, billing, reimbursements, aging accounts, contractual adjustments, and charge capture
  • Thorough knowledge of metrics, analytics, and data synthesis in healthcare revenue cycle management and their use to identify trends, produce reliable forecasts and projections, and create reports, dashboards, and presentations
  • Strong and forward-thinking leader with all-encompassing knowledge of the health care industry, particularly with respect to managed care
  • Excellent leadership and managerial skills, with the ability to create and maintain a goal-oriented climate of teamwork and cooperation across departments for effective problem solving, conflict resolution, support for organizational values, and consistent achievement of targets and objectives
  • Excellent skills in project management and in developing strategic plans, building staff competencies, managing staffing and resources, organizing operations, understanding and improving workflows, and fiscal management
  • Excellent analytical, critical-thinking, organizational, and business process optimization skills, with the ability to quickly troubleshoot problems and apply complex analytics to identify and implement effective solutions
  • Excellent communication and interpersonal skills and a proven ability to work closely and effectively with physicians, Department Managers, internal and external agencies
  • Excellent ability to collaborate with senior management to develop and implement new strategic plans and budgets
  • Excellent interpersonal and communications skills to prepare and present reports and analyses, and to convey complex information clearly and concisely to all levels of staff and management
  • Excellent ability to motivate, influence, and persuade others, and to cultivate a strong commitment to efficiency, functionality, and quality customer service
  • Ability to evaluate processes to establish and maintain appropriate accountability structures and strong internal control elements
  • Ability to multi-task and adjust priorities in a complex and fast paced environment
  • Ability to provide sound metrics on revenue cycle management current status and progress towards goals
