Job Overview:

The Manager, Library Services position's main role will be to provide consultation, technical assistance, and leadership in all aspects of school library programs to Pre-K-12 schools, districts, Centers of Regional Excellence (CORE) and Educator Prep Providers (EPPs). This individual will lead communication between the Tennessee Department of Education (TDOE) and the school library community related to school library media programs, facilitating proactive sharing of information and data on needs and trends developing in the fields of education, libraries and educational technology, and disseminate and implement TDOE's strategies, initiatives, and priorities. This includes a significant emphasis on identifying and modeling the role of librarians in supporting the implementation of high-quality instructional materials (HQIM). The Manager, Library Services will provide leadership to support the strategic priorities of the Tennessee Department of Education. This includes supporting the development, implementation, and monitoring of school district library plans aligned to technology plans with specific and strategic connections to Reading 360 initiatives. As well as providing leadership in consulting, planning, and implementing state and federally funded programs and initiatives relating to school library programs. Finally, the role will lead, facilitate, and support professional development emphasizing the librarian's role as a district- and school-wide leader working with other appropriate staff at TDOE and collaborate with the Pre-K-12 school community and TDOE colleagues to curate resources within Best For All Central and create and highlight exemplary school library programs and promote best practices among Pre-K-12 school districts by sharing materials on the school library web pages and in social media.

Key Responsibilities:

Engage with the school library community in collaborative work connecting school library services to other content and program areas including public libraries. Engage as a non-voting member of the Tennessee Textbook Commission. Collaborate across teams within TDOE to ensure coherence and foster partnerships. Lead the collaboration between TDOE and the school library community in researching, evaluating, and implementing professional and program evaluation tools. Lead the development of a crosswalk of library/media frameworks with Tennessee English Language Arts standards (and other content area standards, as needed) to support TDOE's strategic priority of supporting the implementation of high-quality instructional materials. Lead TDOE's work in providing technical assistance and guidance on library media, technology integration, and information literacy issues using multiple communication channels connecting to district administrators, school library media specialists, teachers, school board members and the public. Maintain positive, constructive working relationships with all appropriate areas of TDOE and external partners to assist in implementing school library programs and services promoting equitable access to optimal learning opportunities. Share and advocate for standards, programs, services, and initiatives developed and/or supported by TDOE, sharing updates on TDOE school library programs and initiatives using social media and other communication tools. Maintain current awareness of Tennessee statutes and administrative code relating to school library media centers, programs, and professionals in order to lead TDOE's response to questions or concerns about compliance, in collaboration with the other appropriate divisions within the TDOE. Support librarians' collaboration with school leaders and teachers on the implementation of texts and topical knowledge.

Minimum Qualifications:

Bachelor's Degree, or higher, from an accredited college or university Teaching license with endorsement in library sciences or similar content area At least 3 years of teaching experience in a library or English Language Arts field General working knowledge of current library laws, trends, and practices Knowledge of state library organizations that support librarians and library services Understanding of high-quality instructional materials (HQIM) implementation design, educator preparation, and assessment
