Position Overview

QinetiQ is seeking an experienced Project Manager to support a complex task within an operational unit for a Federal Law Enforcement Agency. Reporting directly to the Program Manager, this individual will work alongside multiple contemporaries, ensuring seamless coordination across operational units in a highly integrated management environment.

The Project Manager will lead a team of 10 to 12 personnel, overseeing project execution while fostering collaboration with other operational units. This role requires expertise in Title 8 immigration law, including its application in federal enforcement, adjudication, and operational support environments. The ideal candidate will bring strong project management skills, leadership experience, and a deep understanding of immigration policies, procedures, and enforcement mechanisms to ensure compliance and mission success.



Responsibilities

    Oversee and manage assigned tasks within a federal operational unit, ensuring alignment with program objectives.
  • Develop and maintain detailed project plans, milestones, and deliverables to drive timely execution.
  • Manage project scope, schedule, and budget, proactively mitigating risks and resolving issues.
  • Lead and mentor a team of 10-12 personnel, ensuring high performance and professional growth.
  • Apply Title 8 immigration law expertise to support federal enforcement, adjudication, and interagency coordination.
  • Ensure compliance with immigration policies, executive orders, and operational priorities.
  • Collaborate with the Program Manager and other Project Managers to integrate efforts across multiple operational units.
  • Foster knowledge-sharing and best practices to enhance mission effectiveness.
  • Engage with federal stakeholders, agency leadership, and external partners to align project objectives.
  • Ensure compliance with federal regulations, policies, and contractual obligations.
  • Identify opportunities for operational improvements using data-driven decision-making.
  • Implement and maintain PMP-aligned project management best practices.
  • Prepare and present project status reports, performance metrics, and risk assessments to senior leadership.
  • Facilitate meetings and serve as a primary point of contact for internal and external stakeholders.


Required Qualifications

  • Master's degree (MA/MS) in Business Administration, Project Management, Public Administration, or a related field.
  • 10+ years of project management experience in federal government or law enforcement support.
  • PMP Certification (Project Management Professional) required.
  • Expertise in Title 8 immigration law, including enforcement policies, removal proceedings, asylum processing, and adjudication.
  • Experience managing projects in a federal law enforcement or government contracting environment.
  • Proven leadership of teams consisting of 10-12 personnel in an operational or mission-critical setting.
  • Strong ability to coordinate across multiple operational units to integrate processes and foster interdepartmental communication.
  • Familiarity with federal immigration agencies such as DHS, ICE, CBP, USCIS, and EOIR.
  • Knowledge of risk management, compliance oversight, and process improvement initiatives.


Preferred Qualifications

  • Prior experience supporting federal law enforcement agencies or national security-related programs.
  • Familiarity with Agile project management methodologies.
  • Additional industry certifications such as ITIL, Six Sigma, or SAFe Agile.
