Mail Operations Supervisor

Milwaukee County Facilities Management

Pay Range: $25.11 - $37.65

Job Summary: Under the general direction of the Grounds Facilities Manager, the Mail Operations Supervisor, based at the Milwaukee County Courthouse Complex, directly supervises, and supports mailroom staff and facilities for Milwaukee County mail operations including mail delivery and pickup services from numerous administrative offices located throughout the county; oversees daily mail collection and drop off services at the United States Post Office. Manages work schedules and makes work assignments and is generally accountable for the department's day-to-day operations which include high-volume and frequently complex mailings, often involving important, time-sensitive legal and confidential materials which must be handled with the utmost care and attention.

Essential Responsibilities:



  • Assign work to County and/or contractor staff, coordinate and communicate project and/or work status with the Grounds Facilities Manager.
  • Maintain staff coverage for normal work schedule, approve electronic time accounting for all subordinates including straight time, overtime, and time off (PTO).


  • Enforce Department attendance policies. Coordinate staff time off requests.
  • Complete annual staff performance evaluations, offering guidance and support when needed. Monitor staff training.


  • With support from Grounds Facilities Manager, Department Director and Human Resources, coordinate response to Mailroom staff personnel issues, including coaching, corrective action, and performance management, assist management in filling vacancies as they arise.


  • Schedule employees at appropriate workstations/tasks to ensure work is distributed efficiently and all deadlines and priorities are met; rotate assignments to promote cross-training and allocate equipment.
  • In addition to Courthouse mail processing, oversee daily mail delivery and pickup from numerous other administrative offices located throughout the county including Sheriff, Children's Court, Behavioral Health Division, 633 Building, Housing Authority, Parks Administration, Fleet, Highway, Lapham, Zoo, Coggs Human Services Center.
  • Responsible for ensuring timely daily collection of County mail at United States Post Office according to agreed-upon schedule.
  • When needed, participate in routine mailroom work such as mail sorting, delivery, and customer service, to ensure the department's smooth day-to-day operations.
  • Ensure all mailroom equipment is regularly maintained and functioning properly. Equipment includes but is not limited to Pitney Bowes Send Pro 3000 Series metering machines, and Relay 8000 Series folder/inserter.
  • Look for opportunities to implement cost and process efficiencies.
  • Maintain inventories of common supplies "on-hand" - order supplies according to established departmental procedures.
  • Verify invoices from G-1 for equipment and service providers including Pitney Bowes, Bond It, UPS, United Mailing Service, and Waste management.
  • Approve check requests for USPS fees, Postage Due accounts, Business Reply Mail, bulk mailing accounts, and for the refiling of postage for metering machines.


  • Maintain high level of attention to detail; perform thorough daily record keeping regarding all mailroom activities/expenses - provide Accounting with monthly reports related to same.


  • Answer questions and resolve problems regarding County mail operations, including with County employees, vendors, United States Postal Service, and the public.


  • Other related duties as assigned.



Minimum Qualifications Required:



  • Current resident of the State of Wisconsin.
  • HS Diploma/GED equivalent.
  • A valid state of Wisconsin driver's license at time of hire and maintained throughout employment.
  • At least (3) three years' mailroom services experience, including at least (1) one year of lead experience; OR any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.
  • Knowledge of postal regulations and operations; preferably including experience with equipment used in high-volume mail operations.
  • The ability to lift/carry up to 50lbs and push/pull up to 75lbs on a regular basis.
  • Intermediate knowledge of all related computer and software applications, such as word processing and spreadsheets.
  • Must successfully undergo a criminal history background check to maintain security clearance for Milwaukee County facilities.



Must be able to work in all Milwaukee County facilities including secured detention/high-security facilities and work in areas with sensitive information and assets.
