Job Description

Torch Technologies Inc., is looking for a Business Administrator to support our Strategic Defense Business Unit. Will be responsible for a wide variety of detailed financial and administrative responsibilities includingfacilities, logistics, and day-to-day activities for large and/or complex programs, organizations or proposals. The incumbent is quite often the frontline contact to the customer for the Program Manager. Anticipates and responds to customer needs and may serve as primary point of contact forcustomers. Has a thorough understanding of program requirements. Recommends and develops techniques for estimating parameters forproposals. Prepares budgets; may authorize budget expenditures. May provide work leadership for lower level employees. Excludes personnelwhose primary responsibility is cost accounting, financial analysis, traditional secretarial/administrative support and those with full supervisoryresponsibilities.

Job Requirements

Bachelor'sDegree in Business Administration, a related field or equivalent experience. 8 years of experience in contract interpretation, budget development and administration of government projects.

Required experience with the following:




  • Maintaining and managing an integrated spend plan that is used in budget planning and purchase request management meetings.



  • Experience with the use of US Army government procurement methods.



  • Follow Federal Acquisition Regulation (FAR) for submitting Small and Large Purchase to the Army Contract Command (ACC).



  • Prepare and submit non Information Technology (IT) purchases to the Rapid Material Acquisition Center (RMAC), utilize the Global Combat Support System-Army (G-Army).





  • Submit required Purchase Requests (PR) using General Fund Enterprise Business Systems (GFEBS).





  • Request Defense Finance and Accounting (DFAS) 1095 Funding Documents for non IT RMAC and G-Army actions.





  • Write Sole Source Justification (SSJ) and memos as required for hardware and software acquisition requirements.





  • Write Consolidated Buy (CB) Exception Memos following the Computer Hardware Enterprise Software and Solutions (CHESS) guidelines.





  • Follow CHESS requirements for successful acquisition of software and hardware requirements that include: request Information Technology Approval System (ITAS) Waivers, manage Request for Quotes (RFQ), and manage Request for Information (RFI) through the CHESS website portal, and request software through the CHESS Software Agreement Enterprise License website.
