Overview
Rutgers University Behavioral Health Care ( UBHC), established in 1971, offers a full continuum of evidence based behavioral health and addiction services for children, adolescents, adults, and seniors throughout New Jersey. UBHC's 1,060 experienced behavioral health professionals and support staff are dedicated to treatment, prevention, and education. UBHC, one of the largest providers of behavioral health care in the country, has a budget of $260 million and has 15 sites throughout New Jersey. Services are readily accessible and include: inpatient, outpatient, partial hospitalization, screening, crisis stabilization, family/caregiver support, community outreach and case management, supportive housing, supported employment, prevention and consultation, employee assistance programs, and a licensed therapeutic school from preschool through high school. Specialty services include the New Jersey suicide prevention helpline and peer help lines for police, veterans, active military, teachers, mothers of special needs children and child protective service workers. In FY2016, UBHC treated 16,199 consumers, had 24,502 admissions, and touched the lives of 19,441 individual callers through peer support. In addition, UBHC is the primary mental health training resource for the New Jersey departments of Human Services, Children and Families, and Corrections, delivering 16,000 trainings each year.
Posting Summary
Rutgers, The State University of New Jersey is seeking a Director of Community Based Services for the Community Based Services Department within Rutgers University Behavioral Health Care.

The primary purpose of the Director, Community Based Services position is to provide administrative direction and oversight to a community based case management and peer support services across the state of NJ, to ensure program integrity and fiscal viability for all assigned programs. Responsible for ongoing program development and compliance with regulatory requirements. Ensures that services provided are consistent with the Vision, Values and Mission Statements of University Behavioral Health Care. Effectively manages coordination with other University Behavioral Health Care departments and community and state agencies. Acts as a positive role model for staff and works effectively to grow services.

Among the key duties of this position are the following:

  • Directs the administrative and clinical organization of the program/service line.
  • Establishes clear, measurable objectives for service.
  • Ensures staff meets quality and quantity of work standards.
  • Operates within the established budget.
  • Demonstrates the ability to organize and prioritize work assignments.
  • Meets deadlines effectively and appropriately delegates responsibility and authority to others.
  • Directs oversight and coordination of all research initiatives.
  • Works directly with the CEO and executive leadership team on strategic growth initiatives including new or expanded Community based programs.
  • Supervises staff as assigned by Vice President.
  • Collaborates effectively with internal and external service providers, staff members, referral sources and program funders.
  • Writes grant proposals to expand services and to develop new programs.
  • Ensures that grant-funded programs meet their respective contracted levels of service and outcome goals.
  • Demonstrates respect and regard for the dignity of all individuals served, families, visitors, and fellow employees to ensure a professional, responsible and courteous environment.

Qualifications


Minimum Education and Experience
  • Minimum of Master's Degree in mental health, addiction services, human services or related field and seven (7) years of progressively responsible postgraduate experience in treatment and program development within a behavioral healthcare organization with specific and direct experience related to provision of community based services, with two (2) years of supervisory/management experience
Certifications/Licenses

  • New Jersey license required by discipline.
  • Applicants possessing a degree in Social Work must have an active New Jersey certification/licensure as required by the State Board of Social Work.

Required Knowledge, Skills, and Abilities
  • Outstanding human relations and leadership skills, and the ability to function in a team environment.
Preferred Qualifications
  • Knowledge of how to accomplish superior performance in a unionized environment.
Equipment Utilized
Physical Demands and Work Environment
PHYSICAL DEMANDS: Extensive reading required, lifting of up to 10 pounds and extended periods of sitting. Ability to walk throughout the day, stand for extended periods of time, and focus on assigned tasks in a hectic noisy environment. Frequent time spent driving to various locations throughout New Jersey for meetings, trainings, etc.
WORK ENVIRONMENT: Moderate noise (examples: business office with computers and printers, light traffic). Subject to unpredictable situations, patient crises, both medical and psychiatric. Occasionally exposed to patients exhibiting assaultive behaviors. May be required to meet individuals served in the community. May be exposed to blood borne pathogens which require use of personal protective equipment. May be exposed to varying or extreme temperatures.
