Position Overview: The Human Resources Manager is responsible for overseeing the human resources staff and managing various HR activities and programs. This role is essential for ensuring the effective implementation of HR policies and procedures, supporting upper management, and fostering a positive and productive work environment. The HR Manager is involved in staffing, employee training, labor relations, benefits administration, compensation management, and employee relations, among other HR-related tasks.

Key Responsibilities:

  • Human Resources Leadership: Manage and supervise HR staff, providing guidance and support in day-to-day activities. Plan, develop, recommend, and implement HR activities, policies, procedures, and programs.
  • Staffing & Recruitment: Oversee staffing processes, including hiring, promotions, transfers, and terminations. Administer pre-employment tests as needed.
  • Employee Education & Training: Plan and conduct employee orientation to promote company goals and maintain a positive company culture. Manage employee training and development programs.
  • Management Development: Facilitate management training and development to enhance leadership skills and improve organizational effectiveness.
  • Labor Relations & Affirmative Action: Participate in labor relations activities and affirmative action initiatives. May negotiate collective bargaining agreements and represent the company in related hearings.
  • Compensation & Benefits Administration: Administer employee benefits, including insurance coverage and pension plans. Participate in compensation surveys and wage analysis to maintain competitive salary rates.
  • Employee Performance & Relations: Manage employee performance evaluations and recommend or initiate promotions, transfers, or disciplinary actions. Handle employee relations activities, providing support to resolve workplace issues.
  • Accident Investigation & Reporting: Investigate workplace accidents and prepare reports for insurance carriers.
  • Employee Separation & Exit Interviews: Write separation notices for employees leaving the company with cause. Conduct exit interviews to determine reasons behind separations and recommend strategies to reduce turnover and absenteeism.
  • Budget Management: Prepare and analyze HR department budget, identifying budget needs and making recommendations for adjustments or reductions.
  • External Service Providers: May contract with outside suppliers to provide employee services such as food, transportation, or relocation assistance.
  • Government Reporting & Compliance: Maintain records for governmental reporting purposes, including employee characteristics and personnel transactions.
  • Clerical Supervision: May supervise clerical staff and assist with administrative duties related to HR functions.


Qualifications:

  • Bachelor's degree in Human Resources, Business Administration, or a related field (preferred).
  • Several years of experience in human resources management, with a strong background in employee relations, benefits, compensation, and staffing.
  • Proven ability to lead, manage, and develop HR staff.
  • Strong knowledge of labor laws, HR best practices, and industry trends.
  • Excellent interpersonal and communication skills.
  • Ability to manage multiple tasks, prioritize effectively, and maintain attention to detail.
  • Experience with budget preparation and analysis.
  • Ability to handle sensitive employee issues with confidentiality and professionalism.


Work Environment:

  • Office-based environment, with potential travel for meetings or external service provider coordination.
