Overview
The School of Environmental and Biological Sciences, located on the George H. Cook Campus, is one of the largest schools of Rutgers University in New Brunswick, New Jersey. We pursue excellence in research, teaching, and outreach in areas of study that address the biological spectrum from molecules to ecosystems. Our emphasis is on both the fundamental sciences and the social and human dimensions. We offer 21 undergraduate majors, including plant and animal sciences, microbiology, biotechnology, agriculture and food systems, landscape architecture, food and nutritional sciences, ecology and evolution, marine science and oceanography, environmental sciences and meteorology, human ecology, entomology, and environmental economics.
In addition to instruction in the classroom, field, and laboratory, our students have opportunities for experiential learning on and off campus, including a growing emphasis on international experiences through short- and long-term study abroad. Students also have access to a robust program of applied research and outreach hosted by the New Jersey Agricultural Experiment Station laboratories, farms, business incubators, and marine stations throughout the state.
Posting Summary
Rutgers, The State University of New Jersey is seeking a Budget Analyst III for the School of Environmental and Biological Sciences. Under the direction of the Director for Planning and Budgets, the Budget Analyst III will work in the Office of Planning & Budgets ( OPB) as a budget generalist and will be involved in all aspects of the office operation.

OPB is the central budget office for the School of Environmental and Biological Science ( SEBS) and the New Jersey Agricultural Experiment Station ( NJAES). OPB is responsible for all financial planning, budget development, business plans, and implementation of procedures for the effective management of the School and NJAES financial operating budget.

Among the key duties of the position are the following:

  • Analyzes all revenue, payroll and operating expenses utilized in the school level Forecast and Budget reported to the New Brunswick Chancellor's office. \
  • Reviews data for logic, consistency, and trends.
  • Investigates, understands, and documents any unusual findings.
  • Ensures accuracy, integrity and confidentiality of information utilized in the Budget/Forecast by applying knowledge and understanding of budgeting and School/NJAES. This requires understanding the complexities of revenue, operating expense, and payroll as well as a grasp of the fund types (Unrestricted as well as Grants, Endowment, Gifts and Restricted funds).
  • Participates in developing the SEBS/NJAES annual budget plan, the annual budget allocation of resources to all SEBS/NJAES units and outlying research stations; completes periodic forecasts and analytical projects, collection, and analysis of budget and expense-related data from internal University sources as well as external sources.
  • Performs other duties and tasks as required for the smooth operation of the SEBS/NJAES Executive Dean's Office.

Qualifications


Minimum Education and Experience

  • Requires a bachelor's degree preferably in accounting, finance, business administration or related field.
  • Also requires a minimum of 5 years of prior experience working in a financial or accounting position.

Certifications/Licenses
Required Knowledge, Skills, and Abilities

  • Demonstrated analytical skills that allow for interpretation of budgetary, financial, and related management information.
  • Demonstrated experience of visual reporting skills, pie charts, heat maps, highlight tables.
  • Excellent computer skills and experience using spreadsheet, charting, and other software tools, such as Microsoft Word, Excel (pivot tables, smartview), Access, PowerPoint, Tableau.
  • Attention to detail with a high degree of accuracy.
  • Strong writing skills sufficient to draft professional reports and correspondence that is clear and concise.
  • The ability to exercise good judgment and discretion, especially with regards to sensitive or confidential financial or organizational matters.
  • The ability to respond flexibly and positively in all circumstances, and to work calmly under pressure.
  • The ability and desire to work cooperatively with people from all levels in the University.

Preferred Qualifications

  • 6+ years experience in a University environment preferred.
  • Knowledge of Rutgers University budget and accounting procedures strongly preferred.
  • Knowledge of Tableau or other data analytics/data visualization tools preferred.
  • Experience using software such as Hyperion Financial Management, Oracle General Ledger, Tableau, PeopleSoft HCM or similar systems.
