Position Overview
The Assistant Engineer position is intended as an entry level engineering position. This position will require significant direction regarding methodology and strategy from the Engineering Director and more experienced department personnel to performing duties. This position is required to provide progress updates to the Engineering Director and execute duties related to the following department responsibilities: Capital Improvement Program; Water Service Planning for Developers, Governmental Agency Coordination; and Operations Support.

Work Location and Schedule
- Primarily based at our Covina, California location
- 9/80 work schedule - 9 hour work days from Monday to Thursday and 8 hour on working Fridays, with every other Friday off
- May require local travel to other locations within our service areas in Southern California
What You'll Do
This position will be willing and able to perform the following duties and others as assigned:
- Project Management
- Manage engineering consultant and construction contractor contracts (RFQs, RFPs, bidding, change orders, RFIs).
- Review material specifications, conduct field investigations, inspect construction sites.
- Track contract commitments and invoices.
- Acquire permits from city, county, state, and federal agencies.
- Engineering Design
- Develop engineering plans and specifications for water infrastructure projects.
- Evaluate product specifications for compliance with contract requirements.
- Review archived drawings and GIS for project reference.
- Assess and provide feedback on internal/external design plans.
- Conduct field investigations for existing conditions and project needs.
- Water Infrastructure Projects (Scope includes but is not limited to):
- Water pumps, pipelines, reservoirs, wells, buildings, motors, engines.
- Electrical (SCADA, MCC, VFD, transformers, wiring, circuit breakers).
- Pressure control valves, instrumentation, telemetry, ventilation, paving.
- Structural/geotechnical design, land surveying, coatings/painting.
- Project Design Reports
- Identify project needs and background of existing facilities.
- Analyze operational data (SCADA, equipment settings), create graphs/tables.
- Evaluate alternative solutions, compare costs, and recommend best option.
- Develop preliminary cost estimates and justify recommendations.
- Hydraulic Modeling & Analysis
- Perform hydraulic calculations (pipe velocity, head loss, pump curves, fire flow).
- Use spreadsheets and hydraulic models to assess system improvements.
- Meeting Coordination
- Organize and lead meetings with stakeholders (agencies, contractors, customers).
- Prepare agendas, take notes, track action items, and follow up.

What You'll Bring
Experience:
- Registered Engineer in Training (EIT) in the State of California is preferred but not required.
Education, Licenses, and Certifications:
- Four (4) year Bachelor of Science degree focused on Engineering is required, concentration in Civil Engineering is preferred.
Knowledge, Skills and Abilities:
- Experience using Enterprise Resource Planning (ERP) systems and Mobile Data Terminals (MDT) such as SAP for work order management and scheduling, time card management, inventory management, and procurement activities is desirable.
- Experience with Microsoft Excel, Word, and Windows Explorer is required.
- Experience using GIS map viewer software is desirable.
- Experience using field data collection devices such as GPS, valve operating data, etc. is desirable
- Knowledge of principles, practices and methods of construction inspection, reading plans and interpreting standards and specifications.
- Knowledge of the practices and requirements defined in the Standard Specifications for Public Works Construction Green Book.
- Must speak clearly and effectively, write legibly and effectively.
- Familiarity with using two-way radio and Radio Watch procedures.
- Skills and experience in diffusing conflict and achieve resolution in confrontations with contractors, agency officials and Company personnel.
- Good mathematical and reasoning skills and professional knowledge of water distribution system materials and water hydraulics.
- Good communication skills and experience writing reports, memos and letters.
Work Environment and Conditions:
- Climate-controlled office environment and also at field locations and plants.
- Subject to adverse weather and environmental conditions, including temperature extremes, humidity and precipitation.
- Noise and vibration from heavy equipment.
- Exposure to physical hazards from equipment with moving parts, high voltage electrical equipment, hazardous chemicals, bacteria in wastewater.
