Responsibilities

Job Summary
The Chief Nursing & Operations Officer is the hospital's senior level nursing, operations and patient care executive responsible for assuring the overall standard of nursing, ancillary and support service to ensure operational excellence. Provides and coordinates planning, delivery and evaluation of nursing care and other services that supports care delivery, assuming operational accountability and oversight of all hospital and nursing departments. The Chief Nursing & Operations Officer is a knowledgeable, transformational leader who facilitates the development of a strong vision and philosophy for nursing and operations and leads all clinical areas that impact patient care in quality improvement to achieve exemplary empirical outcomes. This position provides leadership and management oversight to the assigned hospital to meet all performance metrics including financial, quality, safety, patient experience and people. Works under the direction of the CEO of the assigned hospital to align hospital specific performance to the overall strategic initiatives of the organization. Advises the assigned CEO for their hospital on operations, facilities, policies, and regulatory performance. Serves as the Administrator of the hospital in the absence of the CEO.
  • Scope and Practice
    Responsible for professional practice standards and guidelines for nursing and all other operational areas assigned. Assuring adherence to relevant statutes, rules, regulatory requirements and accreditation standards 24 hours a day/7 days a week.
    Implements, and evaluates the organizational plan for the provision of care in collaboration with nursing and medical staff, interdisciplinary providers, and other stakeholders, assuring that available evidence is integrated into practice, policies, and procedures.
    Assesses, measures and improves the quality of nursing care, providing the opportunity for patient and family input into personal healthcare decisions and policy development.
    Assures the preservation and protection of the autonomy, dignity and rights of patients, oversees teams that address the ethical risks, benefits and outcomes of patient care.
    Considers factors related to safety, effectiveness, cost, and impact upon nursing and patient care services, integrating lean and daily management principles in achieving efficiencies concurrent with standardizing nursing and patient care delivery models of care. .
    Leads continual readiness efforts related to the ANCC Magnet Recognition Program, assuring that all standards are met in all domains, interim and period reports are completed, and preparation efforts are throrough and timely for each redesgnation period and on-site appraisal process.
    In collaboration with the Network Nursing Executive Team and human resources, assures that adequate recruitment and retention of nursing staff.
    Assures regulatory compliance and accreditation, including continual readiness efforts, complaint investigations, and assuring adherence with state and/or DNV regulatory requirements, as well as CMS Conditions of Participation standards. Oversees nursing infrastructure for preparation, action planning, and improvement tracking.
    In collaboration with Network Nursing Executive Team and Chief Nursing Information Officer, participates in evaluating, selecting, and integrating healthcare technology and information management systems that support patient care needs and the efficient utilization of clinical resources.
  • Leadership
    Participates in Network and entity nursing leadership teams and shared governance councils, striving to align nursing practice and sharing of best practice across the Network.
    Leads daily nursing and hospital operations, assuring the infrastructure for nursing and hospital daily management and assuring that patient care needs are met by assuring adequate staffing and scheduling is coordinated 24 hours a day, 7 days a week and providing budget and business support for nursing, operations and clinical staff leaders.
    Provides leadership for other clinical areas and departments as assigned.
    Actively participates in Medical Executive Committees, and other Medical Staff Committees..
    Approves non-physician allied health care provider privileging through the Medical Staff office and responsible for nursing practice of all nursing and advanced professional registered nurse roles.
    Develops and is accountable for annual capital and operational budgets for areas of responsibility. Develops short range goals within established budget, formulates and participates in long range planning for material, fiscal and staff needs. Identifies ways to strengthen the hospital's financial position. Encourages operational efficiencies and innovations to achieve financial targets.
    Develops plans for new business and growth of existing business. Achieves operating and capital budget goals and growth plans and daily capacity management.
    Regularly reviews clinical, financial and customer service performance for the hospital. Monitors balanced scorecards and develops action plans to continually improve all areas of operations. Reviews performance of physician and vendor contracts, and is responsible for negotiating assigned agreements within areas of responsibility.
    Acts as an advocate, promotes and ensures quality products/outcomes. Implements and actively supports initiatives to improve quality, service, patient safety, and patient satisfaction. Improves service excellence and assures performance improvement at assigned hospitals. Ensures compliance with DNV, Medicare, State of Arizona, DHS, and other federal and state laws for areas of responsibility. Serves as representative to various consultants, vendors, community organizations and others.

    Participates in developing and implementing mechanisms for collaboration between entity and network entities.
    Develops and implements development and performance management plans for leaders aligned with organizational priorities.
    Supports Shared Governance and employee engagement in professional practice, research, and innovation.
  • Professional Development
    Enhances nursing and clinical practice concommittment with the Magnet Program: Transformational Leadership, Structural Empowerment, Exemplary Professional Practice, New Knowledge, Innovation and Improvements, and Empirical Outcomes.
    Facilitates the conduct, dissemination, and utilization of research to ensure theory and evidence-based methods are utilized in the practice settings of nursing, patient care, healthcare, management and administrative systems.
    Monitors clinical credentials, professional certifications, and requirements in accordance with professional standards, laws, and regulations. Ensure that professional licensure for nurses and other licensed personnel are current and valid in the State of Arizona
  • Performs other duties as assigned.

Qualifications

Education
Bachelor's Degree in Nursing from an accredited school of nursing. Required

Experience
5 years experience as a direct care RN, 5 years experience in nursing management and/or administration required, prior experience as a senior nursing leader, or service line executive preferred. History of increasing responsibility and complexity in management and operational roles. Required

Licenses and Certifications
Nursing\RN - Registered Nurse - State Licensure And/Or Compact State Licensure Current licensure as a Registered Nurse by the Arizona State Board of Nursing Required
Certification in nursing administration within 1 year of hire or promotion date Required
