The State Highway Administration's (SHA) Office of Materials Technology is currently recruiting for a Procurement and Finance Team Leader (Administrator III) in Anne Arundel County. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitments conducted for this job classification.

Nature of Work: The primary purpose of this position is to serve as the Office's Procurement and Finance Administrator. These duties include being responsible for ensuring that all aspects of procurement within the office comply with state procurement regulations and MDOT SHA policies. In addition, this position is responsible for monitoring the management of all Office inventory items from material and supplies to fixed assets. This position is also responsible for the performing contract administrator functions related to the offices of architecture and engineering, manpower, maintenance and testing services along with overseeing the processing of the related invoices. This position reports directly to the Deputy Director of Material Engineering of OMT.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six (6) years of experience in administrative staff or professional work.

Selective Qualifications: Two and a half (2.5) years of the required experience must have involved procurement, financing, or budgeting.

*A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).

Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.

Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in the State of Maryland.
