Job Description

Position Summary
Create and maintain records for job and permit processing, including new construction, replacement, maintenance and paving. Facilitate payment to contractors for completed construction and paving work. Enter and verify data in company's Work Management Information System (WMIS). Support internal and external customers in construction, paving, invoicing, design and permitting.

You Will:
* Apply, obtain, manage, renew, close out and remit for jurisdictional permits. Generally perform work via WMIS;
* Utilizes - DTOPS Permit system in DC and APAS in VDOT to apply for and manage permits or other jurisdictional systems as necessary;
* Computes permit fees and take appropriate action to ensure payment;
* Travels to various permit agencies to pick up permits as assigned;
* Processes and track jurisdictional paving schedules and maintains log of paving complaints, dispatch as appropriate and follow up to assure complaint is properly addressed;
* Prepares customer notification letters and internal processing of checks;
* Enters data in ICIS for meter set orders and meter locations;
* Processes contracts and submits invoices;
* Reviews and verifies contractor pay items and related data via emails, WMIS or other systems as necessary;
* Enters data in WMIS, including but not limited to BCA initiation, work request creation, as builts, as build approvals, processing of CRSRE, CRSR, MPV's, CPV's, truck stock, county address updates, change memos, etc.;
* Scans and attach documents in WMIS or other systems as necessary;
* Reviews, research and update reports used to monitor construction job reporting (e.g.CWIP, AC Quantity >1, Construction CONSTR Failed WR Closing Report (Bi-monthly), Orphaned WRs not associated to a BCA, ARM reports, etc.) performing corrective actions as assigned and/or approved by Management.
* Researches and interprets Company documents (source of supply from SmallWorld, construction drawings, quad maps, map books, internet, Field Notes, service records cards, paving tickets, Unified Work Orders, etc.) in support of construction, paving and permitting processes;
* Processes completed work orders and invoices;
* Prepares, as needed, various Company forms related to Company's legacy systems, including completion and retirement notices, notices to complete and cancel jobs, etc.;
* Responds to phone inquiries related to sales, job status, permit inquiries, paving issues, outstanding invoices & pay items, etc.;
* Researches company records in support of company's Office of General Counsel, Finance and other business units;
* Participates in development of user acceptance system tests and performance of testing as assigned.
* Prepares status reports, as assigned;
* Maintains files; and utilize ARM or other reports to manage permit status in appropriate systems.
* Perform other duties as assigned.

You Must Have:
* High School Diploma/GED
* Must have a general knowledge of Company operations, policies and practices related to distribution pipeline/service construction, as well as, paving operations and permitting process;
* Demonstrable PC and mainframe skills; and Basic math skills.
* Must successfully pass Construction Support Data Specialist Qualification test.
* Attention to detail; Accurate and complete work. Must be able to gather, analyze and summarize data;
* Good verbal and written communication skills.
* Ability to analyze and process jobs for construction, permitting and paving;
* Clear understanding of Company's accounting codification;
* Tactful in communications with internal and external customers;
* Demonstrable abilities to use MS Office Suite of products, including Excel, Word and Access; and Ability to use computer software (including WMIS, ICIS, NBCMS, OSS, POS, UWO Optical Imaging System and Kardex).

We offer a competitive starting pay rate of $27.35 per hour. In addition, we provide a comprehensive benefits package including health insurance, retirement plans, and paid time off.
