Position Overview

QinetiQ US seeking a Senior Budget Analyst (Formulation) to work onsite (2 days) at the Mark Center. This position supports a program within the Office of the Under Secretary of Defense for Research and Engineering (OUSD (P)).



Responsibilities

    Serving as a subject matter expert (SME) in all aspects of the DoD Planning, Programming, Budget, AND Execution (PPBE) cycle, with significant experience and expertise in budget formulation.
  • Serving as the lead reviewer and quality assurance POC for all budget and finance submissions to the Director.
  • Being adept at learning and understanding the programmatic aspects of an agency and knowing which program element line is associated with what program and associated technical projects.
  • Assisting in developing Program Objectives Memorandum and Budget Estimate Submission for client, to include developing change/budget proposals, corresponding issue nominations and detailed budget justification material (R-Forms, P-Forms, etc.).
  • Preparing analysis and evaluation of effectiveness of programs and operations and analyze financial and budgetary trends.
  • Preparing documents and briefings for review and use by DoD senior leadership.
  • Reviewing statements of work and required funding documentation for approved projects.
  • Monitoring and supporting DoD program execution, including submission of required documentation for release of funding; follow up on distribution of funding, monitoring of obligation and disbursement rates for funded projects, and documentation of annual expenditures.
  • Assisting in preparation of required documentation to support the DoD PPE process, to include but not limited to Research and Development Descriptive Summary (R1-R4), Program and Budget Issue Papers, and Support documentation for Program Decision Memorandum.
  • Preparing and participating in mid-year reviews and other PPBE meetings as required.
  • Assisting client in identifying baseline financial processes and designing target financial and business processes and processes that when implemented can result in significant improvements in mission and cost effectiveness.
  • Processing financial and budgetary actions in the Defense Agencies Initiative (DAI) system and other associated databases as required for the OUSD(R&EP).
  • Assisting in preparing audit readiness preparing associated documentation.
  • Executing and following-up on all budgetary data calls.


Required Qualifications

  • Four year degree from an accredited college or university
  • Ten (10) years of experience
  • DoD budget and finance experience
  • DoD acquisition and PPBE processes at a service component Headquarters level
  • Knowledge of funding execution process
  • DoD organization structure
  • Top Secret clearance; #qinetiqclearedjob
  • Strong written and oral communication skills
  • Proficient in MS Office
