Job DescriptionTSTC's Office of Institutional Effectiveness and Research is seeking a team player who is looking to develop their project management skills and expertise in supporting regulatory compliance, policy initiatives, and governance documents. The Governance and Policy Specialist will work closely with a dynamic and collaborative team that is passionate about innovation and making an impact through institutional excellence.

The Governance and Policy Specialist is a leader responsible for the stewardship and governance of the institution's Statewide Operation Standards (SOS) processes. This role demands a high level of focus on analyzing the impacts of SOS changes, ensuring consistency and compliance across the organization, and partnering with high-level leadership to align SOS initiatives with the institution's strategic goals.

The Governance and Policy Specialist works directly with functional leadership and subject matter experts as a trusted advisor, researcher, and editorial reviewer throughout the SOS lifecycle. This position is key in ensuring the quality and adherence to established institutional standards, regularly consulting with leadership on SOS content requirements, change management processes, and the implications of regulatory and institutional shifts.

In addition to being the primary custodian of SOS documents, templates, databases, and publication sites, the Governance and Policy Specialist is also responsible for ensuring timely communication of SOS changes and their potential impacts to all relevant stakeholders. This position provides advanced technical training and support on SOS development, manages approval workflows, and optimizes the utilization of technology applications for effective governance.

This position reports to the leader over the Accreditation and Compliance sector of Institutional Effectiveness and Research (IER) division and works closely with other IER staff and cross-functional partners to promote a culture of collaboration, institutional quality, and compliance readiness.

Salary Range: $57,542.40- $63,296.64

The final salary offer will be determined based on the candidate's qualifications and experience.

Essential Functions:

Strategic Consultation & Partnership:

  • Partner with the Chancellor's Office, legal team, and high-level leadership to provide strategic insights and recommendations on SOS development and change management processes.

  • Analyze the impact of SOS changes on institutional operations - including accreditation, compliance, and broader regulatory and legal considerations, in collaboration with IER staff. Work closely with the legal team on legal analyses and provide leadership with strategic guidance on potential risks and opportunities.

  • Facilitate campus-wide communication and publication of approved and updated SOSs, ensuring alignment with institutional goals and regulatory requirements.

Governance & Compliance:

  • Lead the review and approval workflows, conduct high-level research and compliance analysis, and conduct editorial reviews throughout the SOS lifecycle.

  • Ensure that content for new or revised SOSs is clear, grammatically correct, properly formatted, and free of errors.

  • Maintain comprehensive documentation of SOS development and changes, including feedback, executive directives, and other relevant evidence.

  • Stay informed on best practices for developing policy and procedure documents, as well as relevant state and federal laws, regulations, and accreditation requirements, and effectively apply this knowledge to support institutional operations and compliance.

Technical Support & Training:

  • Provide advanced technical support and training related to SOS development, change management, and review/approval workflows.

  • Develop and maintain resources and training materials to support functional teams in the effective management of SOS processes.

  • Serve as the primary administrator for policy management applications and work collaboratively with the information technology staff, as needed, to ensure applications are safeguarded and effectively utilized across the organization.

  • Provide support for institutional effectiveness initiatives as needed, including accreditation and compliance activities, while also contributing to the broader goals and operations of the IER division.

Process Optimization & Reporting:

  • Develop and implement standards and procedures for SOS development and management, identifying opportunities for process improvements.

  • Maintain metrics and reporting protocols to ensure timely and effective communication, escalation, and resolution of SOS-related issues.

  • Regularly review and enhance SOS governance management practices to ensure they meet the evolving needs of the institution.

Security & Confidentiality:

  • Ensure the secure handling of all SOS documents and information, maintaining confidentiality and compliance with institutional policies.

  • Collaborate with IER team members and functional partners across the college to support the governance of SOS, upload institutional standards, and facilitate ongoing compliance efforts.

Other Duties as Assigned

Requirements, Education & Experience:

  • Bachelor's degree in an appropriate field from an accredited college or university required. Relevant work experience may be considered.

  • Minimum of four years of experience in a government or higher education environment, coordinating high-impact institutional projects, supporting regulatory/policy compliance work, or preparing specialized documents such as grants, business plans, or high-level specialized proposals.

  • May be eligible for flexible hybrid schedule, but local residency near Waco is required.

  • Preferred experience in project management execution.

  • Strong organizational skills with the proven ability to manage multiple projects concurrently while meeting established priority deadlines.

  • Ability to maintain confidential information securely and appropriately.

  • Excellent verbal communication and interpersonal skills, with the ability to effectively interact and collaborate with leaders and subject matter experts across various functions and levels of the organization.

  • Exceptional problem-solving and critical-thinking skills, with a strong proficiency in technology and troubleshooting.

  • Advanced writing and editing skills, with experience in performing high-level technical editorial reviews and soliciting clear, structured content recommendations for governance documents.
