Harkcon, Inc. is preparing to submit a proposal in support of the U.S. Air Force Special Operations Command (AFSOC) located at Hurlburt Field, FL. Our team, when we win this work, will provide analysis, research, training, and operational airspace integration to implement and sustain the USSOCOM Unmanned Aircraft Systems (UAS) and USAF including the Air National Guard, USSF and Air Force Reserves) UAS programs, and sustainment of the mission critical web application and database known as the Small Unmanned Aircraft Systems Manager (SUASMAN) web application.

As a UAS Subject Matter Expert (SME), you will apply your aviation skills, experience, and subject matter expertise to assist and advise the Government with the development of SUAS guidance, policy, and procedures for USAF units, USSOCOM components, AFSOC staff and AFSOC subordinate units.

Your responsibilities will include:

  • Observe, participate, and operate UAS to maintain currency and qualifications IAW AFMAN 11-502 in support of research, testing, evaluation, or experimentations that may directly or indirectly support USAF units or USSOCOM and its components when appropriate.
  • Prepare and deliver oral presentations such as briefings, training sessions, and strategy sessions with other AFSOC staff branches to secure cooperation and resolve conditional matters.
  • Coordinate with USAF units, USSOCOM and its components, and other functional divisions within HQ AFSOC to ensure all UAS operational issues and requirements are identified, staffed, and resolved.
  • Participate and provide subject matter expertise during operational planning meetings and war-gaming events to ensure UAS infusion into theater training scenarios, as well as military and civil contingency operations.
  • Assist the Government in preparing responses to taskers from USAF staffs, units, and USSOCOM and/or its components with regard to UAS, including assisting in preparation and delivery of technical papers and briefings.
  • Coordinate with USAF units, USSOCOM, and its components, AFSOC directorates, and other military/civil organizations/agencies as required to facilitate UAS program development, integration, and operations.
  • Draft, coordinate, review, edit, and assist in codifying and publishing information from USAF, USSOCOM, Federal Aviation Administration (FAA), Joint and USAF Doctrine Centers, the Air Land Sea Application Center, and other agencies as required.
  • Analyze existing civil and military regulatory documentation for UAS employment, identify areas where additional guidance is needed, draft recommended policy and regulatory documents/instructions, assess existing guidance against goals of increased emphasis on UAS, and provide verbal and/or written recommendations to the government for consideration and approval.
  • Assist in all USAF cyber controls on sUAS to include policy development, coordination and approvals though established practices directed by SAF/CN.
  • Review UAS training syllabi, courseware, and other related training materials for UAS Category Groups 1-3 upon request. The contractor shall ensure continued compliance/currency with applicable regulations, guidance, policy, tactics, techniques, and procedures.
  • Assist SUASMAN Engineering Support staff in Beta Testing of all minor and major SUASMAN revisions.
  • Provide feedback, guidance, and support to colleagues and partners.

REQUIRED Qualifications:

  • Qualified sUAS operator and SMEs (5-10 years) with in depth understanding of national and DoD policy, programmatic needs, contingency operations planning, research, testing, system acceptance evaluations, exercise planning, and training.
  • Strong communications ability.
  • Experience in the development, review, and assessments of educational UAS courseware and syllabi for classroom training.
  • DoD TS/SCI Clearance.
