Overview

Product Engineering and Delivery Services within Consumer Banking Services is looking for a Manager I to lead a delivery team responsible for supporting the Membership Portfolio under Core Banking Services. In this role, you will lead a talented team of cloud developers focused on delivering Membership solutions. The individual will be responsible for defining and managing the product vision, strategy, and roadmap for our solutions. This role requires a blend of technical expertise, strategic thinking, and leadership skills to ensure the successful delivery of high-quality products and services of high complexity on a wide range of technologies and platforms. This role will require you to work with limited input and direction from the Technology Product Owner.

Responsibilities

  • Develop and own definition of technical product scope and capabilities, partnering with business owners, portfolio managers, and architecture
  • Plan and manage product budgets taking appropriate steps to stay within budget
  • Contribute to establishing team objectives and KPIs aligned with business and organizational goals
  • Ensure staff has the resources and skills needed to support work initiatives
  • Build delivery teams by identifying the skills and resources needed to fulfill product portfolio needs
  • Manage end-to-end product delivery including design, build, test, and deployment
  • Manage product deployment and operations in conjunction with Ops team
  • Manage product risk and security in partnership with InfoSec, Risk, Internal Audit, ETS Audit and Compliance teams
  • Manage stakeholder expectations throughout product lifecycle
  • Manage relationship with vendors and establish scope of vendor support
  • Define clear core work definitions, process flows, and operating models; demonstrate the complete lifecycle and capabilities of the service
  • Perform benchmarking and trend analysis to drive continuous improvement and elevate service performance
  • Bring external perspective and ideas from relevant sources, keep current with technology, government/policy impacts, and industry best practices
  • Ensure effective and efficient allocation of staff resources (supply) to projects and initiatives (demand) by analyzing project scope
  • Partner with Technology Product Owners and vendors to ensure that the right resources (skills, competencies, team size) are available and obtainable
  • Provide constructive and actionable feedback to resources, Technology Product Owners, and vendor management to ensure expected performance and satisfy service SLAs
  • Review and provide vendor contract
  • Ensure compliance with Navy Federal standards, practices, and processes
  • Perform supervisory/managerial duties:
    • Establish performance goals and priorities
    • Prepare, conduct, and review performance appraisals
    • Develop, mentor and counsel staff
    • Provide input and/or prepare budget requirements for Annual Financial Plan (AFP)
    • Ensure goals and objectives align with division/department strategy
  • Perform other related duties as assigned

Qualifications

  • Bachelor's Degree in Information Technology, Computer Science, or related field
  • Experience managing personnel and information technology resources
  • Lead and manage a team of cloud developers, providing direction, support and mentorship
  • Strong understanding of cloud platforms such as Azure and AWS
  • Experience and knowledge of software development practices
  • Experience with Agile software development practices
  • Experience and working knowledge of the Systems Development Lifecycle (SDLC)
  • Effective verbal and written communication
  • Effective relationship building, negotiation, and facilitation skills
  • Effective research, analytical, and problem-solving skills
  • Effective in producing desired results and achieving goals and objectives
  • Exposure to working with all levels of staff, management, stakeholders, vendors
  • Skilled in presenting findings, conclusions, alternatives, and information clearly and concisely

Desired Qualifications

  • Master's Degree in Information Technology, Computer Science, or related field
  • Knowledge of Navy Federal core banking systems / applications
  • Experience with ServiceNow and Azure DevOps
  • Certifications: SAFe Lean Portfolio Management, SAFe Product Owner / Product Manager, PMP, ITIL, DevOps

Hours: Monday - Friday, 8:00AM - 4:30PM
