Loudoun County Department of Family Services seeks a dedicated, professional candidate for its Children Services Act (CSA) Supervisor role. The successful candidate will join the CSA team and the diverse department that envisions better health, safety, and well-being for all. The Department supports individuals and families in the community to live their best lives while advocating for those most vulnerable and respecting their right to self-determination.

The Children's Services Act (CSA) is a Virginia law that supports youth who struggle with behavioral or emotional difficulties. The funds from the CSA help provide services to eligible children to help them to safely remain in their home and community. Typical services can include community-based services, residential treatment, and educational services.
The CSA Supervisor is responsible for clinical and administrative oversight of the day-to-day operations of the CSA program and the process for determining the use of funds for the purchase of appropriate and timely community-based or residential services for youth at-risk.

This role requires collaboration and support within the county as CSA policy is set by a local Community Policy and Management Team (CPMT). This team consists of appointed members from the community and the County including mandated representatives from the Department of Family Services (DFS); the Juvenile Court Service Unit; the Department of Mental Health, Substance Abuse, and Developmental Services (MHSADS); the Loudoun County Public Schools (LCPS); County Administration; and the Health Department.

Responsibilities include but are not limited to:
* Supervise and train clinical staff conducting utilization service reviews
* Oversee processes for determining and monitoring purchased services for at-risk children and youth
* Conduct an administrative review of mandated and non-mandated services
* Maintain program recordation and documentation
* In conjunction with the CSA Program Administrator, develop, recommend, revise, implement, and monitor policies and procedures
* Oversee client fee payment process
* Work collaboratively with the CPMT, which has administrative and fiscal responsibility and is responsible for the development of local policy and procedure and appoints the members of the Family Assessment and Planning Team (FAPT).
* Supervise the Family Assessment and Planning Team (FAPT) process; ensure meetings are scheduled; monitor the FAPT rotation and client calendar; screen and assign cases to the Utilization Review Team.
* Provide quarterly case manager training and other training to internal and external stakeholders as required

Hiring salary commensurate with experience

Bachelor's degree in a field related to the assigned program or department (Master's degree may be required depending on specifically assigned departments/programs); four (4) years related work experience including one (1) year of supervisory or team lead experience; or equivalent combination of education and experience.

Preferred Qualifications:
* Professional licensure as: Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), Licensed Marriage and Family Therapist (LMFT), or Licensed Clinical Psychologist (LCP)
* Previous experience working in a government or public sector community service role
* Experience in clinical assessments and treatments of mental health, substance use disorders, and developmental disabilities for youth and adults
* Strong facilitation skills for multidisciplinary team discussions involving various stakeholders in the community

Criminal background check required. Based on assigned program area a credit and/or DMV check may also be required. For DMV check, valid driver's license and good driving record required (driving records may be reviewed annually for continued qualification).
For licensed programs requirements include: Fingerprinting, TB test within 30 days of hire; pass Child Protective Services (CPS) check; hold or obtain First Aid/CPR certifications at hire or within four (4) months. Some programs may have additional legal requirements, credentials, or certifications to meet prior to hire or within the probationary period and/or annually.
Ability to speak a second language in addition to English may be preferred.
Conduct site visits internal and external to Loudoun County as required.
