The Center for Excellence in Disabilities at West Virginia University Research Corporation is currently accepting applications for a (Remote) Program Manager position.

About the Opportunity

The purpose of this position is to provide a team of professionals and activities designed to connect youth and young adults (14-25 years) with serious emotional disturbance (SED), serious mental illness (SMI), or Substance Use Disorder (SUD) with needed services and supports to develop independent living skills, create and cultivate natural supports, navigate the various systems within the state, access and participate in treatment and recovery services, and thrive in all eight dimensions of wellness including: emotional, spiritual, intellectual, physical, environmental, financial, occupational, and social.

What You'll Do

The Program Manager will work directly with youth and young adults who are identified as being eligible for services within the state.



  • Work closely with the Principal Investigator to ensure the quality delivery of services and staff performance within
    the RTN program and larger CED.
  • Contribute to the programmatic and budgetary oversight of the RTN program.
  • Supervise and evaluate the work and performance of staff and make assignments.
  • Assist in the recruitment and selection of staff; recommend disciplinary matters, staff development, and other
    personnel actions.
  • Provide oversight in the development, implementation, and evaluation of training and educational/ outreach work
    relating to RTN.
  • Engage youth and young adults in culturally competent, meaningful ways; including outreach to places where they
    live or frequently visit.
  • Build a network and cross-referral processes with community providers, first responders, case workers, probation
    officers, attorneys, and others who work with the youth and young adults.
  • Connect eligible youth and young adults with needed services and supports for SED, SMI, SUD, co-occurring
    disorders, educational attainment, and independent living.
  • Provide consultation to individuals, families, agencies, the WVDHHR staff and others on policy, planning and
    services for transition-aged individuals including guidance on drafting older youth transition plans and applying for
    supports such as Supplemental Security Income (SSI), Intellectual and Developmental Disabilities (I/DD) Waiver,
    Medicaid, Foster Care Independent Program, MODIFY Education and Training Vouchers, Foster Care Tuition
    Waivers, and Continued Foster Care Services (FC-18) agreements.
  • Collect data on the number of individuals served, individual outcomes, and program outcomes in the areas of, but
    not limited to, education success, stable employment, independent living skills, reduced criminal behavior, reduced
    psychiatric hospitalizations, and positive relationships.
  • Contact employers and other public and private agencies to develop work experiences and job leads.
  • Develop training and job placement opportunities for youth and young adults to assist in gaining employment.
  • Provide assessment, training, evaluation, placement, and follow-up activities as per contract guidelines.
  • Follow up with assessment results using approved forms and procedures.

Qualifications

  • Master's Degree in sociology, criminology, psychology, counseling, health care coordination, community program development, or related areas.
  • A minimum of five (5) years of experience in the following:

    • 5 years Working with youth or young adults (14- 25 years)
    • 3 years Supervisory experience or program management


  • Any equivalent combination of related education and/or experience will be considered.
  • All qualifications must be met by the time of employment.


Knowledge, Skills and Abilities



  • Ability to advise youth (14-25 years) and community groups that serve youth on social service issues and providers.
  • Ability to assess youth social service needs.
  • Knowledge of principles and processes for providing personal services. This includes client needs assessment, meeting quality standards for services and evaluation of client satisfaction.
  • Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology for required record keeping in project.
  • Skilled in complex problem solving, including identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
  • Ability to establish and maintain interpersonal relationships, including developing constructive and cooperative working relationships with others, and maintaining them over time.
  • Ability to maintain and provide documentation related to organization, planning, case management, and related activities

About Research Corporation

The WVURC was created as a not-for-profit corporation in 1985 to support research (R1) at West Virginia University. We provide evaluation, development, patenting, management, and marketing services for inventions of the faculty, staff and students of the University.

The WVURC receives and administers funds awarded by external agencies for research and other activities and is responsible for helping protect intellectual property through patents, copyrights and licensing agreements for start-up companies based on University research.
