DESCRIPTION OF WORK

In this position, you will serve as the primary liaison for construction field operations, inspections, and program management as the Assistant District Permits Manager for the six-county region of District 5-0. The role involves overseeing Highway Occupancy Permits, which can be intricate projects that may include capacity enhancements, significant widening, multi-phase traffic management, installation of Intelligent Transportation Systems (ITS), major utility relocations, extensive right-of-way considerations, and interchange reconstruction. You will apply engineering principles to optimize the deployment and assignment of Department and consultant inspectors for projects necessitating contractor oversight related to these permits. It is crucial to ensure that permit programs align with departmental goals by effectively organizing, directing, planning, and coordinating the strategic initiatives associated with Highway Occupancy Permit construction and inspection.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
  • You will work closely with vendors and work hours may change based on vendor availability.
  • Telework: You may have the opportunity to work from home (telework) part-time, on ad-hoc basis, after successful completion of probationary period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Allentown.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of experience as a Transportation Construction Manager 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Five years of experience in construction inspection, three of which shall have been in a supervisory capacity, and graduation from high school or equivalent certification or formal training. Completion of a training program in construction inspection sanctioned by the using agency may be substituted for high school graduation. An Associate Degree in an engineering or closely related technology may be substituted for one year of the required non-supervisory experience; or
  • Any equivalent combination of experience and/or training which provides the required knowledge, skills, and abilities.
Other Requirements:
  • This particular position also requires possession of a valid Pennsylvania drivers license.
