Spectra Tech is looking for a Senior Construction Engineer for Aiken, SC.
JOB TITLE: SENIOR CONSTRUCTION ENGINEER - CIVIL
DUTIES
Provide engineering support to superintendents and crafts, verifies materials, equipment, workmanship
and assures results meet design requirements. Assure construction activities are executed in a safe manner
with the highest quality standards possible while monitoring the cost and schedule of any given work
activity.
Interface and coordinate all aspects of construction with design, procurement, security, safety, operations,
health physics, quality control, scheduling, cost and management. Develop construction scope turnover
packages and coordinate systems completion and test activities in support of the turnover schedule. Direct
the preparation of work packages and familiarize craft in specific work package requirements. Maintain
continuity with quality control to ensure work quality meets the requirements. Coordinate with design
agencies to ensure timely issuance of new design or design changes. Lead constructability program in
area and provide technical expertise for construction methods and practices. Responsible to ensure that
construction work is done correctly and completely. Provide technical and programmatic direction to
subordinate construction engineering personnel as required. Provide construction testing and start-up
services for construction projects. Administer assigned subcontracts. Provide for nonconformance report
and corrective action request dispositioning. Design temporary construction facilities as requested by
managers. Assist in establishing maintenance requirements for all permanent plant equipment. Coordinate
subcontract activities to ensure materials, equipment and workmanship comply with contract documents.
REQUIRED QUALIFICATIONS: EDUCATION & EXPERIENCE
Education & Experience/Skills: Bachelor's degree in a technical discipline and at least 5 - 7 years of
practical experience in construction engineering or related areas. An Associate's degree and 7 - 9 years of
practical experience would be considered equivalent. A high school diploma and 10 - 14 years of practical
experience would also be considered equivalent. A general knowledge of system testing and operations is
helpful to ensure system turnover scope is adequate in regard to pre-operational testing. Leadership
training in methods improvement is desirable.
OTHER REQUIRED QUALIFICATIONS
Area Security Access: Candidate must be able to obtain and maintain a DOE "Q" security clearance. An
active DOE clearance is not initially required to perform assigned duties. After award, the selected
candidate will be notified when to apply for a clearance based on specific work assignments.
Subcontractor must have an active eFOCI registration and approved Facility Level Clearance with DOE /
NNSA.
PREFERRED QUALIFICATIONS
Candidates who have possessed an active DOE clearance (L or Q) within the past two (2) years are
preferred.
Additonal preferred qualicatons from SPD
1. Preferred 5 years of experience as a construction engineer specializing in concrete and
structural reinforcement work on a project in the nuclear industry.
2. Preferred experience with NQA-1 pedigree requirements for civil/structural scope.
3. In-depth knowledge OR certification in American Concrete Institute (ACI) and Concrete
Reinforcing Steel Institute (CRSI) standards.
4. Experience with civil system installation/modification designed and constructed in accordance
with national codes and standards including ACI, ASTM, etc.
5. Experience with reinforcement installations and concrete placements per ACI code
requirements.
6. Ability to develop installation/modification work instructions and work plans including
originating, revising, and closing the work package.
7. Experience performing task specific hazard analysis for construction activities. This includes
work scope walk down, identifying the hazards, working with Subject Matter Experts to specify
controls, and incorporating the controls into the work instructions.
8. Ability to perform field walk-downs to document as-installed conditions and to inspect
equipment condition.
9. Knowledge of nuclear facility design including the application of safety class and safety
significant codes and standards
10. Ability to prepare/revise construction plans, develop schedules, monitor progress, monitor
expenditures of budget and review quality of work performed.
