Director - Accountability & Training (Food & Nutrition)

Responsible for effective management and supervision of all Accountability & Training functions for the Food & Nutrition Services Department and Enterprise Fund in alignment with local, state and federal requirements. Primary areas of responsibility include financial reporting and monitoring, internal auditing of operational compliance and preparation for local, state and federal reviews, training and documentation for all members of the food service team, human resources management, technology systems, strategic planning and systems improvement.


Essential Functions



  • Assists with the development of Food and Nutrition Services (FNS) strategic plan, operational goals and performance metrics. Monitors implementation of strategic plan and provides reports to various stakeholders on department's progress towards outcomes and strategic initiatives.
  • Prepares budget inputs, projects annual food, labor and other costs and monitors financial results. Benchmarks performance of department with operator, industry and district standards and values. Recommends corrective actions as necessary to ensure meeting financial goals.
  • Monitors budget development and financial administration for department.
  • Researches, compiles, and prepares operational statistics. Assists with program reporting and auditing. Maintains records to meet program requirements.
  • Proactively assesses department needs and implements actions that effectively develop and leverage organizational talent by working closely with site managers, FNS Central Office staff, and Executive Team.
  • Works directly with Director - Operations and Menu Planning and various stakeholders to ensure efficient and effective program operations for all USDA child nutrition programs. Ensures program compliance with federal, state, and local rules and regulations.
  • Leads assigned teams in the development, design, review, implementation and periodic evaluation of project plans, budget implications, and strategies required to meet deadlines.
  • Supports Director - Operations and Menu Planning in developing procurement strategies to maximize supply chain transparency, inventory management, control measures, and departmental goals. Collaborates to develop and implement guidance, training, recommendations, and corrective action plans for identified data-driven goals and concerns.
  • Ensures the provision of quality products and services throughout the lifecycle of assigned projects.
  • Develops goals and priorities for sanitation, food safety, quality of food, customer service, department brand, operational growth, and increasing student meal participation.
  • Participates in annual/ongoing training and education initiatives as required by the USDA and evolving department standards.
  • Oversees the training of all school food service personnel and ensures that in-service training programs are updated to achieve and maintain pace and consistency with current and emerging industry and program standards.
  • Ensures training goals, priorities, policies, procedures, and departmental updates are incorporated into training modules and training calendar.
  • Develops strategies for professional development in Food Services, Accountability, Finance, Human Capital, Information Technology systems, and other identified areas.
  • Participates in professional organizations at the local, state and national level.
  • Keeps abreast of ongoing and new program development. Reviews new research studies and reports and evaluates findings. Recommends changes or modifications to improve existing operations.
  • Works closely with Administrator - FNS technology regarding technical updates, technology improvements, technology concerns, trends and requirements that impact FNS technology and equipment needs.
  • Manages the development and implementation of technology standards, technology strategies, technology usage, internal controls, and quality standards. Develops communication and implementation plans for technology requirements and upgrades.
  • Coordinates with procurement, operations, accountability, and Information Technology Department (ITD) regarding FNS technology requirements and reporting metrics.
  • Oversees equipment requests, troubleshooting requests, technical support, hardware and software concerns, and basic maintenance. Strategize with ITD and technology vendors to address technology updates and concerns to ensure no disruption to meal services.
  • Collaborates with Manager - FNS Training to develop training strategies, training calendar, topics, and implementation recommendations.
  • Acts as a liaison with ITD to ensure implemented technology strategies coincide with City Schools technology plans and requirements and to ensure that systems and system changes are properly executed and documented.
  • Provides overall leadership in supporting department's purpose and vision.
  • Provides supervision, mentoring, professional growth and development opportunities to assigned staff in accordance with City Schools Board Policy.

Desired Qualifications



  • Bachelor's degree in Food Services Management, Information Technology, Culinary Arts, Institutional Management, Business Administration, Public Health, or related field. Master's degree preferred. Ten years of experience in leading USDA child nutrition programs can substitute for the degree requirement.
  • Five years related supervisory/administrative/leadership experience.
  • Experience in managing professional and support staff and in preparing and managing budgets.
  • Knowledge of the procedures, policies, practices and methods of food service operation, especially as related to the implementation of USDA child nutrition programs.
  • Demonstrates the ability to synthesize complex systems, develop work plans for performance improvement and monitor implementation to drive operational process improvement.
  • Maintain ServSafe Manager certification.
  • Knowledge of local, state and federal regulations regarding food services nutritional standards, dietary guidelines and reporting requirements.
  • Knowledge of the preparation and administration of budgets and reports, profit and loss analysis and procurement procedures.
  • Excellent verbal and written communication skills including ability to make effective presentations
  • Interpersonal skills that ensure effective teambuilding.
  • Ability to coordinate and ensure effective oversight of the work of employees in multiple locations.
  • Proficient in the knowledge and use of technical computer applications including Microsoft Word, Excel, Access, Outlook or comparable software.
