This position is located on Kwajalein Atoll in the Marshall Islands. It is an unaccompanied position (no family accommodation or pets). Essential Functions
- Lead the implementation of hardware (HW) and software (SW) Configuration and Data Management (DM) activities, ensuring compliance with stringent program contractual requirements, with a strong emphasis on cybersecurity implications.
- Conduct in-depth security-focused analysis of product design changes across drawings, SW and HW specifications, version descriptions, installation instructions, test plans, procedures, and technical orders to proactively determine their impact on the overall security baseline.
- Spearhead risk assessments for new HW and SW capabilities, integrating cybersecurity considerations as a core component of the change management (CM) process and procedures, identifying and mitigating potential vulnerabilities
- Strategically manage, review, and update HW and SW baseline artifacts resulting from approved change requests (CRs), ensuring the ongoing security posture of all systems.
- Maintain rigorous revision and version control across multiple concurrent baselines, ensuring the secure and consistent management of fielded and in-development systems.
- Champion the strict adherence and enforcement of existing change management and change control processes throughout the development and sustainment lifecycle, with a focus on embedding security best practices.
- Contribute to the development, delivery, and customer review of program documentation, data deliverables, and status accounting updates, ensuring clear communication of security-related changes and impacts.
- Execute additional responsibilities related to providing robust configuration control for sustainment engineering efforts, with a continuous focus on enhancing cybersecurity.
- Other related duties as assigned.
Required Skills
- Expert technical writing skills, with a proven ability to develop clear, concise, and comprehensive cybersecurity policies, procedures, reports, and Risk Management Framework (RMF) artifacts.
- Deep understanding of Information Technology components with a cybersecurity focus, including operating systems/servers, computer networking (switches, routers), firewalls, VPNs, and Department of Defense Public Key Infrastructure (DoD PKI) systems.
- Collaborate effectively within a team and proactively address and resolve challenges under minimal supervision, maintaining a strong security-conscious mindset.
- Verbal and written communication skills, capable of articulating complex cybersecurity concepts clearly and persuasively to both technical and non-technical stakeholders.
- Organizational skills with meticulous attention to detail, particularly in managing configuration items and security-related documentation.
- Strong research, task management, and time management skills, with the ability to prioritize and execute tasks effectively in a fast-paced, security-critical environment.
- Visionary ability to apply innovation and automation leveraging software tools to streamline and enhance the efficiency and security of change management processes, procedures, and the change request pipeline.
- Comprehensive working knowledge of Army Regulation 25-1 and 2, and related cybersecurity assurance regulations and policies
Required Experience
- Bachelor's degree in Computer Science, Information Technology, or a closely related field, or an equivalent combination of education and experience in cybersecurity and configuration management.
- Five (5) years or more of progressive experience in information systems documentation with a cybersecurity focus, reviewing hardware product security specifications, conducting software tool evaluations for security implications, managing change pipelines, and implementing configuration management in secure production and development computing environments for both classified and unclassified information systems.
- In-depth understanding of Change Management principles and practices, with a strong emphasis on integrating security considerations throughout the change request lifecycle.
- Microsoft Office Applications (Word, Excel, PowerPoint, SharePoint, Teams, etc.)
- Proficiency in identifying and applying relevant Security Technical Implementation Guides (STIGs) across diverse technologies.
- Significant experience with engineering documentation, product structure, and managing change orders within a configuration and data management environment, with a strong cybersecurity perspective.
- Familiarity with Project Management, DevSecOps, and IT Service Management software platforms such as JIRA, GitLab, and ServiceNow (or equivalent), with an understanding of their security features and implications.
- Proven ability to effectively communicate complex security concerns and issues to individuals with varying technical backgrounds.
- Possession and ability to maintain a relevant cybersecurity certification such as DoD 8140 Security+, CISSP, or CISM.
Additional Eligibility Qualifications
- Must be able to obtain and maintain a DoD Secret Security Clearance which requires U.S. citizenship.
- Must be willing and able to relocate to the United States Army Kwajalein Atoll, Marshall Islands.
- Must possess and maintain a valid U.S. passport.
- Ability to perform some extended standing and bending.
- Willingness to undertake occasional travel to remote sites.
- This is an unaccompanied position.
- Flexibility to work occasional non-duty hours or weekends to support critical project requirements.
