Synchron, LLC has an exciting opportunity for a Business and Financial Management Analyst to provide financial management support to the U.S. Navy Team Submarine organization at the Washington Navy Yard in Washington, DC! You will assist Team Sub in the Navy Torpedo Enterprise. We are seeking a candidate to join our team and help provide the US Navy with cutting edge undersea warfare technology. You will provide direct support to the Team Submarine's Undersea Weapons Program Office (PMS 404) in support of the Heavy Weight Torpedo program.

Responsibilities:


  • Work closely with PMS 404 Financial Team on execution of program office Heavy Weight Torpedo funds.
  • Coordinate and prepare contractor Procurement Requests to support Contracting Officer Representatives (CORs) for funding new contract awards, exercise of contract options, contract Technical Instructions (TIs), and updating administrative actions for schedule changes and various sections of the contract.
  • Monitor funding status on program office contracts and provide funding recommendations for contract and contract Technical Instructions.
  • Track and analyze project obligation and expenditures for Heavy Weight Torpedo systems; execution monitoring of accounts is a significant task.
  • Analyze relevant expenditures and expected costs for system development, production, installation, maintenance, sustainment, and modernization.
  • Provide management of spend plans and provide weekly/bi-weekly updates to the Government Business Financial Manager (BFM) and Production Manager.
  • Management of spend plans and provide weekly/bi-weekly inputs to the BFM and Production Manager.
  • Prepare, justify, and defend the Navy Budget estimates for NAVCOMPT, OSD, and President's Budget submissions dealing with multiple OPNAV Resource Sponsors.
  • Identify, track, update and report on Action Items assigned to the Program Office.
  • Technical preparation and formatting of official correspondence.
  • Provide budget, cost, and financial analysis and recommendations to the Principal Assistant Program Manager.


Education and Experience:

  • 7 years experience in engineering/science management, operations research analysis or financial/cost analysis. Significant experience in U.S. Navy programs or operations.
  • Six (6) years professional experience in business and financial management.
  • Proficient in the use of Microsoft Excel.
  • Minimum of three (3) years' work with the PPBE process.
  • Navy ERP experience
  • Working knowledge of OPN, OMN, and WPN Appropriations
  • BS/BA degree
  • Active Secret DoD Clearance.


Desired Education and Experience

  • Three (3) years of NAVSEA Program Office Experience


Work Location: Vicinity of Washington Navy Yard. Telework options for 1-2 days per week after all initial onboarding and team integration is completed (estimated 2-4 months).

Travel: Up to 10%
