SAF/IA Taiwan Country Director Support
Position Summary
DarkStar Intelligence is seeking a mission-driven professional to support the Office of the Deputy Under Secretary of the Air Force, International Affairs (SAF/IA), within the Regional Affairs Directorate, Indo-Pacific Division (SAF/IARP). The selected candidate will serve as a key advisor and program support specialist for U.S.-Taiwan political-military relations, providing comprehensive advisory, analytical, and administrative assistance. This role involves facilitating policy initiatives, tracking security cooperation programs, and contributing to the formulation and execution of Foreign Military Sales (FMS) and broader international affairs strategies. The ideal candidate will have experience in Department of the Air Force (DAF) security cooperation programs and a strong understanding of U.S. national security objectives in the Indo-Pacific region.

Primary Duties and Responsibilities
- Provide strategic, facilitative, and decision support services.
- Define and refine meeting agendas, assist with both large and small group
- briefings/discussion, record discussion content, focus decision making, and debrief action items.
- Prepare, manage, and maintain databases for case development and assist in preparations for formal meetings.
- Input, track, and update existing databases using appropriate desktopsoftware applications.
- Use appropriate desktop applications to develop briefings, background papers and related documentation.
- Prepare official correspondence, Staff Summary Sheets (SSS), briefings, status reports, and Congressional Notification packets in paper and/or electronic format as required.
- Conduct face-to-face, telephone, and email interactions with the customer and US industry personnel to assist in formulating requests for technical information on potential programs with customer, tracking program proposals during US coordination, and tracking progress of approved programs.
- Review, coordinate and prepare formal responses to interested parties who seek information on specific programs and proposals.
- Provide support to acquisition and program management.
- Analyze existing problems, identify/assess alternative sustainment and enhancement strategies, provide recommendations,and assist indefining requirements for future programs.
- Provide political-military analysis, participate in senior level staff meetings (classified and unclassified) program / logistics / financial management reviews, senior level program analyses, reviews, and reliability determinations.
- Gather and verify information contained in existing databases and other sources.
- Draft correspondence and briefings for current and prospective military programs as well as amendments and modifications to ongoing agreements with the customer.

Minimum Qualifications
- A bachelor's degree with a desired emphasis in an International Affairs curriculum
- A current, active SECRET Security Clearance
- A minimum of four years of experience performing DAF Foreign Military Sales (FMS) case development, programming, and implementation which includes experience with DoD acquisition policies, laws, regulations, and guidance.
- A minimum of two years of Security Cooperation experience or experience with Defense Security Cooperation Agency (DSCA) or a similar Implementing Agency (IA).
- Knowledge and general understanding of DAF roles and missions.
- Knowledge and general understanding of security cooperation, international affairs, security assistance, foreign military sales to include the processes, legislation, and players.
- Ability to travel CONUS and OCONUS is required.
- Thorough knowledge of and experience with each of the following:
- Knowledge of DODI 1315.20, Military Department Foreign Area Officer Programs
- Knowledge of CJCSI 3126.01, Language and Regional Expertise Planning
- Knowledge of DAFPD 16-1, International Affairs
- Knowledge of AFI 16-109, International Affairs Specialist Program
- Knowledge of DAF Global Partnership Strategy
- Knowledge of U.S. Export Control laws, regulations, and procedures
- Knowledge of DSCA Security Assistance Management Manual (SAMM)
- Knowledge of International Traffic in Arms Regulations (ITAR) and U.S. Government National Disclosure Policy (NDP)
- Knowledge of the industry and their relationship to the FMS process
- Demonstrated successful performance in FMS case development, programming, and implementation
- Experience using the Security Cooperation Information Portal (SCIP)
Desired Qualifications
- Taiwan or Asia-Pacific FMS experience
- Experience as a DSCA Country Team Lead or Regional Lead
