Workforce Development Manager

Essential Functions

  • Partners with Operations, Human Resources, and other key stakeholders to understand craft workforce development needs across areas.
  • Oversee craft recruitment by working within communities or with unions to actively source qualified candidates.
  • Manages the craft career fair program and other recruitment events within the projects required recruiting area.
  • Facilitates the Workday onboarding process by conducting orientation, supporting project teams, and resolving issues.
  • Develops and implements craft workforce development training programs under Ames Academy that focus on improving skills, or advancement in current roles, such as Foreman in Training (FIT) and Manager in Training (MIT) programs.
  • Ensure compliance with DOT, FRA, and safety required documentation.
  • Assists with craft Apprenticeship Programs and On-The-Job (OTJ) Training Programs.
  • Enhances partnerships with local/regional community organizations, schools, pre-apprenticeship programs, unions, and city, state and Federal agencies for proactive identification of training opportunities.
  • Manages outreach efforts with diverse populations and other underrepresented groups to participate in skills-based career training.
  • Collaborates with internal and external stakeholders to tailor programs and resources to address unique project, location and/or role requirements.
  • In partnership with project team, monitor program participation and progress to goals.
  • Other duties as assigned.

Qualifications

  • Associate's Degree and minimum 5 years of related experience and/or training, or equivalent combination of education and experience.
  • Program management experience with the ability to develop and implement programs and processes in a skills-based industry
  • Experience driving, developing and implementing community and workforce based strategic plans
  • Familiarity with local laws and Federal regulations, OFCCP, compliance and familiarity with the David Bacon Act and Labor laws (as applicable by location)
  • Established local market, community, workforce, and industry knowledge and presence in minority contractor communities
  • Knowledgeable of economic and social issues, trends, impacts to local community, trades and professional network organizations
  • Excellent interpersonal and presentation skills; communicate effectively at all levels within organization and externally
  • Influential relationship building skills, able to lead and influence others
  • Individual must be bilingual in English and Spanish

Working Conditions

  • Location - This position will work out of our Aurora, CO.
  • Travel - This role will be expected to travel to project locations 15% of the time.
  • Office environment - extensive sitting at desk and computer; some standing, bending at the waist, stooping and reaching required; ability to lift 5-20 pounds occasionally.
  • Construction site environment - physical ability to stand, walk, crawl, bend, reach and climb. Exposed to high noise levels.
  • Schedule: M-F: 7am - 4pm
  • Pay Range: $60,000 - $85,000 dependent upon skills and experience.
