Description

The role of the Senior Business Analyst is to plan, design, develop and launch efficient business and operation systems in support of core organizational functions and business processes. This includes gathering and analyzing data in support of business cases, proposed projects, and systems requirements to develop and document recommended solution options. The Senior Business Analyst is also responsible for generating, compiling and interpreting reports based on their findings, complete with business cases and solutions to systems issues. For custom development opportunities, the Senior Business Analyst will also be responsible for developing User Stories and working with Development and Quality Assurance to ensure the completeness of those work products. This position will apply proven communication, analytical, and problem-solving skills to help maximize and quantify the benefit of IT system investments for the business units.

The Senior Business Analyst must demonstrate advanced expertise in all aspects of business analysis with a strong understanding of information systems development, implementation and maintenance in Arapahoe County line of business. Senior Business Analyst must have strong written and verbal communication skills, functioning as liaisons between various user departments, Information Technology staff, contractors, and vendors. They must stay abreast of evolving technology as well as contemporary business practices and trends. They must be an independent, self-starter that can quickly understand the business issues and data challenges, organization's direction, structure and requirements. The Senior Business Analyst may be required to manage smaller less complex projects.


Duties

  • Meet with decision makers, systems owners and end users to define business, financial and operations requirements and systems goals, and identify and resolve systems issues.
  • Review and analyze the effectiveness and efficiency of existing systems and develop strategies for improving or further leveraging these systems. Identifies client organization's strengths and weaknesses and suggests areas of improvement.
  • Lead requirements gathering sessions to identify requirements, specifications, business processes and recommendations related to proposed solution.
  • Perform cost-benefit and return on investment analyses for proposed systems to aid management in making implementation decisions.
  • Conduct research on software and hardware products to justify recommendations and to support purchasing efforts.
  • Prepare and deliver highly effective reports, recommendations, or alternatives that address existing and potential trouble areas in operating systems across the organization. Estimate the resources and participants needed to achieve project goals.
  • Create systems models, specifications, diagrams and charts to provide direction to developers.
  • Collaborate in the planning, design, development, and deployment of new applications and enhancements to existing applications.
  • Collaborate on the authoring of User Stories, where appropriate, and participating in Design and Backlog Grooming sessions.
  • Develop Requests for Proposals (RFP) for external services.
  • Perform team assessments and evaluations specific to the project.
  • Build, develop and grow business relationships.
  • Where required, negotiate with other department managers for the acquisition of required personnel time/resource from within the county.
  • Ensure compatibility, interoperability and maximize solution re-usability of commercial off the shelf or in-house computing systems.
  • Identify and establish scope and parameters of systems analysis in order to define outcome criteria and measure-taking actions.
  • Coordinate and perform in-depth tests, including end-user reviews, for modified and new systems, and other post-implementation support.
  • Provide training to end users for all modified and new systems.
  • Provide guidance and/or instruction to junior staff members.
  • Perform other duties as assigned.

Requirements

Education and Experience:

  • Bachelor's degree in Business or Computer Information Systems or related fields is desirable.
  • Seven (7) to eight (8) years business analysis experience in an information systems environment or related fields
  • An equivalent combination of education and work experience that satisfy the requirements of the job may be sufficient.

Supplemental Information

Pre-Employment Additional Requirements:

  • This position requires successful completion of pre-employment background and motor vehicle checks
  • Possession of a current, valid driver's license, or the ability to obtain within two (2) weeks of appointment.

Post-Employment Requirements:

  • Will require fingerprinting and a Colorado Bureau of Investigation (CBI) background check.


WORK ENVIRONMENT:
  • Work is generally confined to a standard office environment. Incumbent may be required to be on call occasionally to respond to emergency situations.
PHYSICAL DEMANDS:

  • Spends 50% of the time sitting and 50% either upright or walking.
  • Occasionally lifts, carries, pushes, or pulls up to 25 lbs.

Definitions:
