Job Summary

The Director, Nonbank Supervision & Enforcement position will coordinate nonbank supervisory activities within the state system of supervision and serve as a policy and process expert. This position will work closely with section staff and is responsible for leading the process workflow and communication of nonbank committees or work groups as assigned.

The Director will also work cross-functionally with multiple teams within the Product & Solutions business unit, including the Research & Analytics team, the NMLS Business Services team, and the Product & Business Strategy team producing analytical reporting on multistate and single state examination statistics. This position will represent the Nonbank Supervision & Enforcement section in public settings, manage the development, maintenance, and training of supervisory processes, and initiate research on specific supervisory or policy issues as needed. Through committee work and issue-specific working groups, the Director will work with CSBS members in developing and advocating state regulatory policies. The position will also provide expertise and support to state financial regulators to assist in advancing state supervisory processes and regulation.

  • Manage the coordination and process support for nonbank supervision, including Money Services Businesses (MSB) examination work, and other processes as necessary.
  • Serve as a policy and process expert to the Senior Vice President of Nonbank Supervision & Enforcement in support of Networked Supervisory activities.
  • Draft policy and process statements regarding state supervision, respond to specific inquiries and requests from state regulators, federal agencies, and other parties.
  • Manage communications and relationships with outside parties, such as a federal agency, on behalf of the state system.
  • Assist and advise the Senior Vice President of Nonbank Supervision and Enforcement and develop plans to address operational and strategic matters.
  • Develop research on nonbank markets and the corresponding regulatory environment.
  • Identify and gauge the impact of new and revised regulations and laws, including the jurisdictional impact for state regulators and the business impact on regulated companies.
  • Support the development of public policy decisions through the appropriate policy development process within CSBS.
  • Represent CSBS in public settings such as conferences or in-person meetings with regulators or industry representatives such as participating on panels regarding nonbank supervision.


Additional Responsibilities



  • Identify opportunities to leverage data analytics to improve policy advocacy, in coordination with the CSBS Research & Analytics team.
  • Participate and assist in special projects as required or assigned.



Minimum Qualifications


To perform this job successfully, an individual should possess the knowledge, skills, and abilities listed and meet the amount of education, training and/or work experience required.

Education and Experience



  • Bachelor's degree with a concentration in finance, business, or political science preferred.
  • 6+ years of experience working at a financial services regulatory agency (federal or state), financial services trade association, or financial institution supervising, analyzing, and assessing procedures, regulations, and statutes is required.
  • Experience in financial services or regulation, such as payments systems, money transmission, or BSA/AML issues mortgage, finance, consumer lending.


Knowledge, Skills, Abilities



  • Knowledge of nonbank financial products and services, including Money Services Businesses, state supervisory processes, and the role of CSBS.
  • Ability to prioritize, collaborate and delegate when necessary.
  • Ability to work as part of a team, both in-person and virtually.
  • Ability to respond to inquiries from regulatory agencies and members of the business community on complex regulatory matters and write speeches, memos, reports and articles in a clear and effective manner.
  • Strong ability to facilitate meetings and build consensus among various parties.
  • Ability to define problems, collect data, establish facts, draw valid conclusions, and clearly communicate achievable solutions.
  • Ability to learn new processes, applications, and technology quickly and efficiently.
  • Knowledge of data manipulation and turning data into digestible content.
  • Ability to work in a face paced environment and meet critical deadlines while maintaining a high degree of attention to detail.
  • Knowledge of current financial regulatory compliance and examination/audit processes.
