Hill International is seeking a Contract Specialist in the United States



  • Augment Johns Hopkins Health System Procurement Department.
  • Work remotely but be active in JHHS PMIS for documenting and reporting on Procurement process
  • Implement and administer various procurement functions for professional services (A/E, PM/CM, Cost Estimating) as well as construction contracts.
  • Identify, coordinate and manage dates and milestones to accomplish contract awards, to include pre solicitation notices, pre-bid conference and site visits, Request for Qualification (RFQ), Request for Proposal (RFP), Proposal evaluations, pre award and Notice to Proceed.
  • Liaison when necessary with JHHS Design and Construction department staff to confirm procurement objectives, schedules, delivery method, funding, scope and special provisions, and evaluate risks and selecting the best Contracting method for the projects.
  • Serve as Procurement POC for bidding and negotiation processes.
  • Manage the Performance of Contractors and Consultants after award, including Key Performance Indicators.
  • Assist with other assigned duties.


  • Must have a minimum of 5 years' experience working with Procurement processes and contract administration. Healthcare procurement experience is preferred.
  • Four-year college degree is preferred, consideration for years of procurement experience may apply in lieu of 4-year degree.
  • Knowledge of professional services and construction contracting methods.
  • Understanding of contractual responsibilities and assignment of risk, construction costs, and professional services fee structure.
  • Knowledge and experience in design-bid-build, design-build and construction manager at Risk procurement.
  • Must be knowledgeable in cost risk assignment during contract negotiations.
  • Must be knowledgeable in all facets of procurement policy.
