What you will do:

  • Design, implement, and manage full-cycle talent acquisition programs (e.g., internships, apprenticeships, sourcing, marketing strategies).
  • Collaborate with key stakeholders to launch scalable, sustainable solutions that address business and hiring needs.
  • Develop KPIs, track program success, and drive continuous improvement through data-informed recommendations.
  • Serve as a strategic partner in workforce planning by implementing short- and long-term recruiting solutions.
  • Manage the OUC Internship Program, including recruitment, onboarding, experience management, and feedback collection.
  • Drive innovation by staying ahead of industry trends and evolving recruiting technologies.

The ideal candidate will have:

  • Bachelor's Degree in Business Administration, Human Resources, Organizational Development, or related field of study from a publicly accredited college or university;
  • Minimum of three (3) years of experience in Talent acquisition such as talent sourcing, passive candidate acquisition, college recruiting, and data analysis/metrics (required);
  • Minimum of two (2) years of experience with project/program management and/or organization-wide change management (required). Advanced degree may substitute for experience on a 1 to 1 basis;
  • Experience leading presentations and large group facilitation (required);
  • Strong ability to use data and analytics to drive decisions, measure program success, and improve recruitment strategies.
  • Proven track record in managing complex projects, coordinating across teams, and delivering results on time and within budget.
  • Deep understanding of OFCCP, EEO, ADA compliance, and experience integrating DEI strategies into talent acquisition processes.
  • Excellent verbal and written communication, with the ability to influence stakeholders and create impactful presentations.
  • Proficient in using HRIS, ATS, and recruitment marketing tools to optimize talent acquisition efforts.
  • Ability to design and execute innovative recruiting strategies, leveraging digital channels and social media.
  • Strong relationship-building skills to work effectively with cross-functional teams and lead key recruitment initiatives.
  • Strong command of Microsoft Excel, Word, PowerPoint.

Salary Range: $79,975.54 - $99,968.52 annually - commensurate with experience

Job Purpose:

The Talent Acquisition Program Manager designs, implements, and manages full cycle projects and programs, such as college recruiting/ internships, apprenticeships, sourcing, recruitment marketing strategies, and systems, from resources evaluation, prioritization, setting timelines, collaboration planning, communication strategies, success measurement, recommendation, and process improvement planning to enable talent acquisition strategies.

Primary Functions:

  • Manages goals, project plans, and related budgets for assigned programs and engages talent acquisition partners and stakeholders for successful program execution. Support the Talent Acquisition and workforce planning strategy by developing, implementing, and managing a wide range of internal and external initiatives and programs serving our customers, employees, and communities.
  • Primary Functions:
  • Partner with key stakeholders to identify, develop, launch, and manage innovative, sustainable, scalable, and practical solutions, projects, and initiatives to remove barriers to success and address opportunities for talent acquisition and workforce planning;
  • Develop and implement processes and tools to support short-term talent needs and long- term business growth;
  • Provide consultation on complex issues to school/business unit on adoption, customization, implementation, and measurement of the effectiveness of talent acquisition programs; Develop goals and KPIs, regularly measuring and assessing program effectiveness and identifying opportunities for improvement;
  • Make data-informed recommendations using metrics and dashboards to influence leadership commitment and decision-making for talent strategies;
  • Gather and analyze technical information from various sources to document and make recommendations about new or changing functionality related to talent acquisition systems, tools, and software;
  • Engage in full life cycle recruitment, including sourcing, interviewing, preclosing, and offer negotiation for key hard-to-fill niche roles as needed.
  • Manages the OUC Internship Program including development and implementation of the recruitment campaign, full-cycle recruitment, onboarding and internship experience. Partner with DEI&E team to develop and deploy surveys and other tools to measure intern and mentor experience and makes recommendations on opportunities for improvement;
  • Engage with HR teams, and other stakeholders to identify related processes, compliance, and engagement opportunities for Talent Acquisition programs to ensure cohesive, targeted efforts;
  • Manage all aspects of project execution, including requirements gathering, project initiation, scope definition, project planning, change control, risk management, close-out, and reporting;
  • Partner with OUC's Marketing and Communications team to develop recruitment marketing campaigns, such as social media campaigns and digital and printed branded materials;
  • Create reports, analytical assessments, full-lifecycle recruitment metrics and recruitment scorecards; Present insights on the analysis using the data to guide improvements and remove barriers to success;
  • Conduct ongoing market research on Talent Acquisition trends and benchmarks
  • Serve as a brand ambassador, showcasing and promoting OUC's employer value proposition, both internally and externally,
  • Implement and leverage new employment branding to build awareness and engagement;
  • Partner in the development of college, trade, and technical school recruiting practices;
  • Streamline on-campus and on-site interview, selection, and offer processes;
  • Develop campus ambassador programs at key schools;
  • Participate in job fairs and internship events;
  • Other assignments as appropriate;

Technical Requirements:

  • Working knowledge of all, but not limited to the following:
    • Office of Federal Contract Compliance Programs (OFCCP) requirements for tracking candidates, applicants, and prospects;

    • Industry trends and innovative recruiting techniques, including multiple sources and channels; social media networks, employee referrals, large job boards, and passive candidate sourcing techniques;

    • Software Applications: HR Information Systems, Applicant Tracking Systems, candidate assessment tools and talent management systems;

  • Familiarity with all, but not limited to the following:
    • Related industry, organizational, and departmental policies, practices, and procedures; legal guidelines, ordinances, and laws;
    • Foundational knowledge of Recruitment Marketing principles and practices;
    • DEI practices and strategies and integration into talent acquisition practices;
  • Advanced Excel, Word and PowerPoint skills;
  • Excellent presentation skills with the ability to summarize and highlight information and data to all audiences ranging from senior leaders to employees
  • Strong interpersonal, verbal, and written communication skills;
  • Self-starter and self-motivated, with quick response time for department requests;
  • Creative and data-driven approach to solving problems and confident with synthesizing data and making recommendations;

Education/ Certification/ Years of Experience Requirements:

  • Bachelor's Degree in Business Administration, Human Resources, Organizational Development, or related field of study from a publicly accredited college or university;
  • Minimum of three (3) years of experience in Talent acquisition such as talent sourcing, passive candidate acquisition, college recruiting, and data analysis/metrics (required);

  • Experience leading presentations and large group facilitation (required);
  • Experience in building content and delivery of training related to Talent Acquisition programs (preferred);
  • Experience contributing to full lifecycle project execution (design, development, delivery, and implementation) (preferred);
  • Experience supporting the development and implementation of Talent Acquisition programs, applicant tracking system implementation (preferred);
  • AIRS Certification must be attained within one (1) year of hire and maintained thereafter;
  • SHRM/HRCI Certified Professional (SHRM-CP/SHRM-SCP or SPHR/PHR) (preferred);

Physical Requirements:

This job includes very frequent speaking/ hearing, writing/ typing, and detailed inspection. This job requires frequent standing, walking, sitting, and bending. There may be occasional climbing, kneeling, reaching overhead, etc. This job entails frequent local travel between company locations.
